City Council Meeting Minutes December 15, 2021 <br />For: 5 - Mayor Hughson, Council Member Gonzales, Mayor Pro Tem Scott, Council <br />Member Gleason and Council Member Prather <br />Against: 2 - Council Member Baker and Deputy Mayor Pro Tem Garza <br />12. Consider approval of Resolution 2020-258R, authorizing a Change in Service to the agreement <br />with the San Marcos Area Chamber of Commerce to extend the agreement for one year in the <br />amount of $28,760 and authorizing two additional annual renewals; authorizing the City <br />Manager or his designee to execute the agreement on behalf of the City; and declaring an <br />effective date. <br />A motion was made by Mayor Pro Tem Scott, seconded by Council Member <br />Gleason, to approve Resolution 2021-258R. <br />Council Member Baker expressed concern that the City charges $1.00 for the <br />land and Chamber of Commerce is charging us a large amount for office <br />rental. Mayor Hughson stated the Chamber of Commerce pays for the <br />building and we pay for the office space and other services. <br />The motion carried by the following vote: <br />For: 5 - Mayor Hughson, Council Member Gonzales, Mayor Pro Tem Scott, Council <br />Member Gleason and Council Member Prather <br />Against: 2 - Council Member Baker and Deputy Mayor Pro Tem Garza <br />NON -CONSENT AGENDA <br />18. Consider approval of Ordinance 2021-97, authorizing the Issuance of the "City Of San Marcos, <br />Texas Special Assessment Revenue Bonds, Series 2022 (Whisper South Public Improvement <br />District Project)"; Approving and Authorizing an Indenture of Trust, a Bond Purchase <br />Agreement, an Offering Memorandum, a Continuing Disclosure Agreement, a Landowner <br />Agreement, an Agreement Regarding Waiver of Right of Redemption and Waiver of Agricultural <br />Valuation, Financing Agreement, Construction, Funding and Acquisition Agreement and Other <br />Agreements and Documents in Connection Therewith; Making Findings with Respect to the <br />Issuance of Such Bonds; and Providing for approval of this Ordinance on only one reading as <br />authorized by State Law; and providing an Effective Date. <br />A motion was made by Mayor Pro Tem Scott, seconded by Mayor Hughson, <br />to approve Ordinance 2021-97, on only one reading as authorized by State <br />Law. <br />Bart Fowler, bond counsel, provided a brief presentation on the issuance bonds <br />for Whisper South PID. Dan Wegmiller, bond counsel, provided a the <br />presentation on the bond sale and interest rate. <br />Mayor Hughson asked if the taxpayers will be paying money on this project. <br />Mr. Wegmiller stated they are not and it falls on the property owners paying <br />City of San Marcos Page 12 <br />
