City Council Meeting Minutes December 15, 2021 <br />Marie Kalka, Finance Director, provided a presentation on Quarterly <br />Investment Report ending September 30, 2021. She noted these are not yet <br />audited. <br />Ms. Kalka provided an overview of the Texas economy related to recovery <br />from the pandemic. <br />She provided as of September 30, 2021 pooled cash $98.5M, pooled cash <br />reserves was $13.9M, enterprise funds was $169.8M and enterprise reserve <br />funds were $18.2M. <br />Ms. Kalka provided the investment distribution which includes Money Market <br />Mutual Funds (31%), Local Government Investment Pools (55%), Federal <br />Agency Coupon Securities (9%), and Bank Deposits (5%). <br />Ms. Kalka provided the average yield to maturity for all funds and the yields <br />compared to benchmarks <br />CONSENT AGENDA <br />A motion was made by Mayor Pro Tem Scott, seconded by Council Member <br />Gleason, to approve items #5-8, 11, and 13-15, items #9, 10, 12 were pulled and <br />considered separately after the public hearings. Council Member Baker voted <br />no on items #5, 6, 15. The motion carried by the following vote <br />For: 7 - Mayor Hughson, Council Member Baker, Council Member Gonzales, Mayor Pro <br />Tem Scott, Deputy Mayor Pro Tem Garza, Council Member Gleason and Council <br />Member Prather <br />Against: 0 <br />5. Consider approval of Ordinance 2021-92, on the second of two readings, annexing into the City <br />approximately 2.1 acres of land, generally located in the 5900 Block of South IH -35; including <br />procedural provisions; and providing an effective date. <br />6. Consider approval of Ordinance 2021-93, on the second of two readings, amending the Official <br />Zoning Map of the City in Case No. ZC-21-17 by rezoning approximately 2.78 acres of land, <br />generally located in the 5900 Block of South IH -35, from "FD" Future Development District and <br />"AR" Agricultural Ranch District to "CM" Commercial District, or, subject to consent of the <br />owner, another less intense zoning district classification, and including procedural provisions. <br />7. Consider approval of Resolution 2021-242R, approving an annual State Use Contract between <br />the City and Goodwill Temporary Services, Inc. through WorkQuest for the provision of <br />janitorial services for the City of San Marcos in the estimated amount of $ 995,741.80; <br />authorizing the City Manager or his designee to execute the contract on behalf of the City; and <br />declaring an effective date. <br />City of San Marcos Page 5 <br />
