City Council Meeting Minutes December 7, 2021 <br />(to defined later)? <br />Not Opposed: Deputy Mayor Pro Garza but wants clarity on what the purpose <br />of the fence is. <br />Yes: Mayor Hughson, Council Member Gleason, Council Member Gonzales, <br />Mayor Pro Tem Scott asked how much fencing is needed? <br />No: Council Member Baker <br />Council Member Gleason noted that at times wildlife such as turtle are cut off <br />from the river by the fences. He stated that we need to ensure any future fences <br />take this into consideration. Ms. Howard noted that much of the fencing has <br />gaps at the bottom. <br />Mayor Hughson received the following consensus regarding the removal or <br />cleaning up of the area, pending permission and if HCP funded, but would <br />look at it if City funding is needed. <br />Yes: Deputy Mayor Pro Garza, Mayor Hughson, Council Member Gleason, <br />Council Member Gonzales and Mayor Pro Tem Scott <br />No: Council Member Baker <br />Deputy Mayor Pro Tem Garza asked where are updated permits from Fish and <br />Wildlife obtained to allow further expansion towards Stokes Parks? Ms. <br />Howard stated it is already part of the HCP and the extension to Stokes Park <br />is an amendment with Texas State University and doesn't require additional <br />permitting. <br />Mayor Pro Tem Scott is concerned with being told what we can't do. He wants <br />to stop any activity past 11135 to the east until we get everything done on this <br />side. Ms. Howard said no work has been done on the bank and they do not <br />plan to do so. They are working in the river to remove the invasive plants. Ms. <br />Moyer stated that the HCP envisioned the entire city limits. The ILA and <br />amendments are how we implement and pay for it. <br />IV. Question and Answer Session with Press and Public. <br />Lisa Marie Coppoletta asked why these HCP items are on back to back <br />meetings? Mayor Hughson stated a work session is for new programs and to <br />brainstorm. This is an existing program and Mr. Scott asked for information <br />and new council members were not familiar with this. Ms. Coppoletta asked <br />about artifacts? Ms. Howard said TxDOT was a sidewalk project. Ms. <br />Coppoletta asked if there is an environmental analysis being done on the <br />current plan. Ms. Howard stated the HCP is a federal plan so there is a full <br />array of permitting. <br />City of San Marcos Page 8 <br />
