23 <br /> <br />Regular Meeting <br /> <br />May 24, 1982 <br /> <br />Page 2 <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading to get <br />it on the table for discussion and Mrs. Mendez seconded the motion. <br />George Boeker stated this particular parcel of land would require <br />a lift station and there was inadequate wastewater disposal in the <br />area. The street is now gravel and the zoning would increase traffic <br />in the area. Mr. Kreczmer moved to table the Ordinance for a sewage <br />study, possible street paving and right-of-way concerns and Mrs. Nor- <br />ris seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock opened a public hearing to consider whether San Antonio <br />Street should be designated as a Historical District and determine what <br />the boundaries of such district should be. Betty Wolverton spoke in <br />favor of the Historical District designation and stated a Steering Comit- <br />tee composed of residents on San Antonio Street had presented a brief <br />history of the historical significance of San Antonio Street on March <br />8, that information being obtained from Mrs. T. Wyatt of San Marcos. <br />She presented a map to the Council showing the proposed boundaries <br />of the district to start at 620 and 621 San Antonio Street (just South <br />of Herndon House) down to Bishop Street. This boundary would parallel <br />with the Belvin Street Historical District. Larry Murphree said all <br />residents in this area had the option to be a part of the district if <br />they wanted to be, or be excluded. He felt the tax value of the homes <br />would remain unchanged with the historical district designation. Yancy <br />Yarbrough also stated residents would not be penalized with a higher <br />tax evaluation for being in a historical district. No one else wished <br />to speak for or against the historical district designation, so Mayor <br />Craddock closed the public hearing. A. C. Gonzalez stated all property <br />owners listed on the City's tax rolls were notified of this public <br />hearing, as well as publication in the paper inviting the San Antonio <br />Street residents and citizens of San Marcos to attend the public hear- <br />ing. Mrs. Norris moved that the Ordinance come before the Council at <br />their next Regular Meeting for first reading and Mr. Farr seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Farr, Kreczmer, Craddock, Moore, Norris. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Mendez. <br /> <br />Mayor Craddock introduced for consideration approval of a Zoning Ordin- <br />ance on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />~RCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />~ICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER 29, <br />1980 (VOL. 54) BY ZONING 1.03 ACRES OF LAND, MORE OR <br />LESS, IN THE J. M. VERAMENDI LEAGUE NO. ONE, A/K/A <br />2110 AND 2112 HUNTER ROAD, FROM "AO" (AGRICULTURAL- <br />OPEN SPACE DISTRICT) TO "C" (COMMERCIAL DISTRICT). <br /> <br />Mr. Kreczmer moved to approve the Ordinance on second reading and Mr. <br />Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading, the caption which was read as follows: <br /> <br /> <br />
