MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 4, 1982 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown Gerald G. Farr John A. Kreczmer Elida A. Mendez * Jaime Moore Tess Norris City Manager City Secretary City Attorney Finance Director Public Works Director Administrative Director A. C. Gonzalez Janis K. Womack Barbara Jean Edwards Earl Williams George Boeker Dinah Elwell Also Present: Ken Long, Olga Garza, Jeff Watkins, Wayne Moore, Gene Bagwell, Allen Goldapp and others. Mayor Craddock called the meeting to order at 5:30 p.m. Mayor Craddock introduced for consideration approval of two appointments to the Library Board. Mr. Farr moved the names of Ms. Betsy Robertson and James F. Green be appointed by acclamation and Mrs. Norris seconded the motion, which passed unanimously. Mayor Craddock opened a public hearing regarding amending Sections 30-27 and 30-35 of the Code of Ordinances to increase the rates charged custom- ers on the water system and sanitary sewage system. No one wished to speak in favor of the increases. Council Members Mendez and Kreczmersaid it was too much of an increase. Mrs. Mendez said she would not support a 32% increase. Mr. Kreczmer said the City was losing a lot of water that was not being metered. No one else wished to speak in favor or against the increases, so Mayor Craddock closed the public hearing. The Council then considered approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 30-27 AND 30-35 OF THE CODE OF ORDINANCES OF SAID CITY TO INCREASE THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPY- ING PREMISES WHICH ARE CONNECTED WITH THE WATER SYSTEM OF SAID CITY; TO INCREASE THE RATES FOR SER- VICES TO USERS OF THE SANITARY SEWAGE SYSTEM OF SAID CITY; SETTING OUT THE DIFFERENT CLASSES OF CUSTOMERS FOR SAID WATER AND SANITARY SEWAGE SERVICE AND DECLAR- ING AN EFFECTIVE DATE. Mrs. Norris moved for approval of the Ordinance on second reading and Mr. Farr seconded the motion. On roll call the following vote was re- corded: AYE: Farr, Craddock, Norris. NAY: Kreczmer, Mendez. ABSTAIN: None. The motion failed for lack of a majority vote. * Karl Brown and Jaime Moore were not present at this meeting.
