MINUTES OF THE SPECIAL MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, OCTOBER 4, 1982 <br /> <br />PRESENT: Mayor <br /> <br />Emmie Craddock <br /> <br />Council Members <br /> <br />* Karl W. Womack <br />Barbara Jean Edwards <br />Earl Williams <br />George Boeker <br />Dinah Elwell <br /> <br />Also Present: Ken Long, Olga Garza, Jeff Watkins, Wayne Moore, Gene <br />Bagwell, Allen Goldapp and others. <br /> <br />Mayor Craddock called the meeting to order at 5:30 p.m. <br /> <br />Mayor Craddock introduced for consideration approval of two appointments <br />to the Library Board. Mr. Farr moved the names of Ms. Betsy Robertson <br />and James F. Green be appointed by acclamation and Mrs. Norris seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Craddock opened a public hearing regarding amending Sections 30-27 <br />and 30-35 of the Code of Ordinances to increase the rates charged custom- <br />ers on the water system and sanitary sewage system. No one wished to <br />speak in favor of the increases. Council Members Mendez and Kreczmersaid <br />it was too much of an increase. Mrs. Mendez said she would not support <br />a 32% increase. Mr. Kreczmer said the City was losing a lot of water <br />that was not being metered. No one else wished to speak in favor or <br />against the increases, so Mayor Craddock closed the public hearing. <br />The Council then considered approval of an Ordinance on second reading, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTIONS 30-27 AND 30-35 OF <br />THE CODE OF ORDINANCES OF SAID CITY TO INCREASE THE <br />CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPY- <br />ING PREMISES WHICH ARE CONNECTED WITH THE WATER <br />SYSTEM OF SAID CITY; TO INCREASE THE RATES FOR SER- <br />VICES TO USERS OF THE SANITARY SEWAGE SYSTEM OF SAID <br />CITY; SETTING OUT THE DIFFERENT CLASSES OF CUSTOMERS <br />FOR SAID WATER AND SANITARY SEWAGE SERVICE AND DECLAR- <br />ING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved for approval of the Ordinance on second reading and <br />Mr. Farr seconded the motion. On roll call the following vote was re- <br />corded: <br /> <br />AYE: Farr, Craddock, Norris. <br /> <br />NAY: Kreczmer, Mendez. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed for lack of a majority vote. <br /> <br />* Karl Brown and Jaime Moore were not present at this meeting. <br /> <br /> <br />
