The <br />five sites were: (1) the Show Barn site, (2) the Softball <br />Complex, (3) the Mary Anne Hood tract, (4) the Old Sewer Plant <br />site, and (5) the Kraus, et. al. industrial area. Mr. Lindstrum <br />asked who selected these sites. Mr. Dannelley stated that City <br />staff had worked together with the City Council, County officials, <br />and the Chamber of Commerce. Mr. Gonzalez stated that the Chamber <br />had contracted with Rudy Ruiz who has put together UDAG's before. <br />Mr. Ruiz had offered his services to the City in the past, but <br />there had been no private investors available. Mr. Dannelley <br />pointed out that of the five (5) sites, three (3) are publicly <br />owned and two (2) are privately owned. Mayor Craddock asked <br />him to address the publicly owned ones first as they would seem <br />to be the most desirable. Ms. Wickersham asked if City staff <br />had devised the plus and minus listing on the three sites, and <br />Mr. Dannelley had advised that they had. Concerning the Show <br />Barn site, the Hays County Fair Association is the owner of the <br />site and they are willing to convey the property to Hays County <br />who will lease to the City via a 99-year lease. Mayor Craddock <br />stated that the appearance of the Show Barn should be listed as <br />a minus to the selection of this site, but this minus could possibly <br />be cured by expenditures. Dr. Gwen Smith asked if the administration <br />of the site would be completely in the hands of the City. Mayor <br />Craddock advised her that this was the position being taken by <br />the City. Mr. Billy Moore asked about the possibility of two <br />noncomplementary activities occurring at the two adjacent <br />facilities at the same time. Mayor Craddock stated that presumably <br />they could do that as they would be physically removed and possibly <br />adjoined with a covered walkway. Mr. Moore asked about parking <br />in this type situation. Mayor Craddock stated that it should be <br />designed with different routes, and she added that these were <br />well-taken items. Mr. Farr stated that cooperative management <br />should alleviate some of the problems. Mr. Brown stated that <br />this site would have less impact on the rivers, and this should <br />be a plus. Mr. Stokes stated that he was not for or against any <br />site. He had been on committees for civic centers in the past and <br />was instrumental in getting the land donated at the Show Barn site <br />because Phase II was to be a civic center. He realized the various <br />factors such as time deadlines, etc. He added that there had <br />always been people with good reasons for putting the civil center <br />somewhere else, but always this was the only place to select. <br />With time of the essence, this seemed to be the only way to go. <br />He urged the Council to proceed without delay if this was the <br />only realistic property to definitely commit. If money were not <br />object, this would not be h~-~rst choice. Mayor Craddock stated <br />that the Old Sewer Plant site had been discussed before. Mr. <br />Stokes stated that it had, but for this use it would require an <br />election which would delay application. He would prefer the site, <br />but the time element would not allow it. Mr. Dannelley stated that <br />with the commitment in hand, $1 million is allowed. The funds are <br />selected on a national competitive basis, and 4-to-1 funds are less <br />competitive. Hays County had indicated they would donate the land <br />for the Softball Fields if this site were chosen. Dr. Long stated <br />general comments. Two considerations he asked the Council to <br />keep foremost were: (1) site and (2) managementJ He requested <br />the necessary selection be made in an open and honest way in a <br />public forum. The closed meeting held previously violated the <br />spirit of the Open Meetings Act if not the letter of it. He <br />pointed out that there is a price with each of the sites. He <br />was aware that currently there is a tentative agreement that the <br />County would manage the Show Barn, the City would manage the <br />Convention Center and the Chamber of Commerce would schedule the <br />sites. He strongly commended the Chamber for getting this off <br />the ground, but he added that this gratitude is their reward - <br />nothing else. He would hate so see favoritism get involvedJ <br />If City Hall could not manage the Center, he would prefer an <br />independent concern do it.
