Ronnie Dannelley re- <br />viewed with the Council a proposed area, which needed to be designated <br />for commercial usage, to comply with the UDAG application for a grant. <br />David Morrison wanted both sides of Thorpe Lane included in the rede- <br />velopment area, which it is. Ken Long wanted all the City limits in- <br />cluded in the redevelopment area, which Planning and Zoning would have <br />to review before zoning changes could be approved. Gerald Farr indi- <br />cated he thought all the City limits should be included. Rudy Ruiz <br />advised the Council it could be viewed as an abuse of the program if <br />all the City limits were included, but the Council has the flexibility <br />to expand or delete the area in the future. Craig Farmer thought the <br />Council should leave the area flexible so that it wouldn't hurt obtain- <br />ing approval of same. Shirley Wickersham thought the convention center <br />should be located on city property where the sewer treatment plant is <br />located and possibly have a crosswalk across IH35 to the old hospital <br />for meeting rooms. Mayor Craddock indicated she did not want any area <br />included in the redevelopment area which would be in conflict with the <br />Master Plan. Roger Storey had no objection to the designation of all <br />the City limits in the redevelopment area. Frank Gordon thought the <br />designation of all the City limits could hurt approval of the aPplica- <br />tion. No one else wished to speak for or against the redevelopment <br />area, so Mayor Craddock closed the public hearing. Jim Gandy said <br />it would be necessary for the Council to establish the redevelopment <br />area so that potential investors would be able to participate in the <br />industrial revenue bond program. <br /> <br />Mayor Craddock then moved the redevelopment area map and legal descrip- <br />tion be prepared delineating any area which was in conflict with the <br />Master Plan and Mr. Brown seconded the motion. Craig Farmer said the <br />Council could exclude the low density areas and protect areas in the <br />Master Plan. Mayor Craddock again opened the public hearing. Tom <br />Woods suggested the Council go with the proposed blighted area, be- <br />cause it would not hurt the Master Plan. It would still require going <br />through the Planning and Zoning Commission to make zoning changes. <br />Jack Lindstrom concurred with Tom Woods' statement. Ronnie Dannelley <br /> <br /> <br />
