17 <br />CITY OF SAN MARCOS PARKS, RECREATION,AND OPEN SPACE MASTER PLAN <br />Adopted December 7, 2010 <br />This Plan updates the 2002 Parks,Recreation,and Open Space Master Plan and is <br />much more comprehensive and informative in nature. Upon completion, the San <br />Marcos Arts Master Plan will be integrated as an Appendix into Open Space Master <br />Plan. <br />The following are excerpts from the new Parks, Recreation,and Open Space Master <br />Plan relevant to the arts and cultural programming. Where arts related information <br />policy or information is imbedded in other information it has been highlighted for <br />emphasis: <br />Within the limits of this plan, we address park land,park facilities, programming, <br />parkland dedication, maintenance, and funding. Each of these individual items <br />and ideas make up the whole of the city-wide plan. Care was taken over the <br />course of several months to understand the needs and desires of the policy <br />makers and residents alike. While this document provides the necessary <br />technical data and standards for development, it is heavily weighted in the public <br />process that results in meeting the local needs of the citizens. <br />Local park experts and City staff were also asked to identify priorities for the parks <br />system.The highest priorities listed were to: <br />Expand the existing park system through the acquisition of additional park land <br />and natural areas. <br />Revise/update the current Parkland Dedication ordinance to reflect changing <br />trends in San Marcos development/expansion. <br />Develop the newly acquired city park facilities. <br />Provide more efficient maintenance and security in existing park facilities. <br />Develop comprehensive recreational and cultural arts activity <br />programming. <br /> <br />
