Taxation tools and ordinances. Economic development funding through city and county <br />taxes can be designated to support the development of arts facilities, arts programs <br />and operations. <br />Economic development sales tax.Voters in Texas cities have the option to implement a <br />local sales and use tax to support economic development projects. Type B funds can be used <br />for projects not specifically related to job creation, such as public space improvements, <br />parking facilities or tourism and entertainment facilities. <br />Venue project tax.Cities and counties can implement a venue project tax to diversify the <br />sources of revenue for a specific economic development project. Revenue sources could <br />include a sales tax, hotel occupancy tax, event parking tax, event admissions tax and a venue <br />facilities use tax. If a city is at its maximum sales tax rate, legislation allows the voters to <br />approve of a reduction in another existing sales tax to make room for the venue tax. An <br />11 <br />example includes the Extraco Events Center in Waco. <br />Local hotel occupancy tax.Provides funding for the maintenance of a city’s tourism <br />12 <br />program through an additional use tax on hotel rooms. According to Texans for the Arts, <br />up to 15% of this tax can be allocated to fund art programs which enhance tourism and <br />hotel activity. The City of San Marcos is currently utilizing this tax to fund a convention <br />center that will be paid off soon, presenting an opportunity for more funds to be allocated <br />towards arts programs. <br /> Percent for the Arts ordinance.Can be applied to any municipal capital improvement <br />project where a determined percentage of the total project budget is set aside for public art. <br />These ordinances can offer a stream of funding for arts projects outside of city budget <br />constraints. <br /> State, Federal and non-governmental grants.
