149 <br /> <br />Regular Meeting <br /> <br />September 27, 1982 <br /> <br />Page 7 <br /> <br />Judge Burnett was questioned about the paving of parking area and <br />the road from the Show Barn to Hwy. 123. Judge Burnett said Thermon <br />had donated the property and in a Resolution adopted by the County <br />Commissioners on September 20, 1982, they had agreed to give a 99- <br />year lease to the City for a Civic Center and softball fields. At <br />this time the County manages the Show Barn and he felt the City would <br />want to manage the Convention Center. He said the Commissioners ap- <br />proved the Resolution and that Judge Burnett personally had good faith <br />that the managerial system of the facilities could be worked out. <br />He said paving was essential and didn't know who would pay for it <br />at this time. John Wade displayed the softball complex in McAllen <br />to the Council as an example how it could be designed. The Council <br />was reminded the City owns 5.39 acres in the general vicinity towards <br />Marshall Gas. John Stokes said he had been on several committees <br />over the years that discussed the civic center and that ample space <br />for parking, the civic center and softball fields had never been a <br />concern. Judge Burnett said the road to Hwy. 123 would be paved at <br />some time in the future but did not know when. It is not in the <br />city limits and would be the responsibility of the County. He said <br />when the Commissioners passed the Resolution they thought a 99-year <br />lease was all that was needed. He said they would need to look back <br />at the agreement with Thermon to see if they can deed the property <br />to the City. John Wade said putting the county and city centers to- <br />gether would give more power to draw conventions to our city and Judge <br />Burnett said the Show Barn could provide needed exhibit space. Rudy <br />Ruiz said the city would have to have a deed to the 25 acres in order <br />to include its value in the application. In answer to Mr. Brown's <br />concern of the cost of maintenance, Mr. Ruiz replied that would not <br />be a concern of HUD's, but simply a local matter. In reply to Mr. <br />Kreczmer's concern, Mr. Ruiz said HUD would look more favorably to- <br />wards the City owning property rather than needing to purchase the <br />same. Lanny Vlasak, one of the potential developers of a motel in <br />our City, objected to the Convention Center being located on the Hood <br />property and said that in all the meetings he had attended, that site <br />had not even been considered. He stated he was undecided to proceed <br />with a motel if the Convention Center were located on the Hood property. <br />Ofelia Vasquez urged the Council to select the County property to lo- <br />cate because the bureaucrats would look favorably on the application <br />if the land were being given to the City. She said it would offer <br />more jobs to our residents for'the construction of the buildings <br />and employment by the hotels and motels. Rudy Ruiz said the City <br />would not actually have to have a deed at this time but letters of <br />intent from the County and Hays County Fair Association agreeing to <br />deed the property. Mr. Farr moved further consideration of the loca- <br />tion of the convention site be tabled until an emergency meeting <br />could be held Thursday, September 30 at 12:00 noon and Mr. Moore <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Brown introduced for consideration award of bid on the runway <br />lighting at the airport (ILS grant). Mr. Moore moved to accept the <br />low bid of Pecan Valley in the amount of $128,569.00 as recommended <br />by airport consultant, Charles Willis, and Mrs. Mendez seconded the <br />motion, which passed unanimously. (See minutes of October 11, 1982). <br /> <br />Mr. Brown introduced for consideration award of bid on the cemetery <br />contract. Nina Pryatel addressed the Council stating she hoped the <br />Council would select someone who would remove all the trash and brush <br />from the Perkins Street side of the cemetery and keep it mowed. Mrs. <br />Mendez said she was in favor of the City maintaining the cemetery and <br />that she thought they would be able to do it less than the in-house <br />estimate which had been submitted to the Council for their review. <br />Mr. Kreczmer agreed with Mrs. Mendez. George Boeker stated there <br />would be complaints made if the manpower estimate was reduced. Ted <br /> <br /> <br />
