city council Meeting Minutes February 16, 2022 <br />Ms. Reyes stated the city has been conservative in the budgeting process and <br />this has constrained us for potential growth. Staff would like to be allowed to <br />look at historical trends in preparing the budget. Upon completion of <br />discussion, council provided consensus to allow staff to look at historical <br />trends. <br />7. Fund Balance: Maintain at 25% of expenditures? Use excess to fund <br />one-time expenditures? Upon completion of discussion, council provided <br />consensus to maintain at 25% of expenditures and allow for the use of <br />one-time expenditures with this excess. <br />Discussion will continue tomorrow evening. <br />IV.
