Hopkins - Budget Policy Workshop <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council Chambers <br />With a quorum present, the budget policy workshop meeting of the San <br />Marcos City Council was called to order by Mayor Hughson at 5:31 p.m. <br />Thursday, February 17, 2022. This meeting was held in person and online. <br />H. Roll Call <br />Council Member Prather arrived after roll call at 6:02 p.m. <br />Present: 7 - Mayor Jane Hughson, Council Member Maxfield Baker, Council Member Saul <br />Gonzales, Mayor Pro Tem Shane Scott, Deputy Mayor Pro Tem Alyssa <br />Garza, Council Member Jude Prather and Council Member Mark Gleason <br />III. 30 Minute Citizen Comment Period <br />Lisa Marie Coppoletta, spoke on the City Charter and said there are rules for <br />citizen engagement but does not see anything about the decorum for presiding <br />office and elected officials. She spoke on item #2 and the ethics ordinance. This <br />could be a role for other cities. She stated the focus should be on families and <br />small business and not infrastructure and out of town developers. She said <br />there is no data on the impact of homestead exemption in terms of the tax <br />base. She wants council to focus on meeting the needs of families and small <br />businesses that are struggling. She spoke on the ethics ordinance and expressed <br />concern with those on the dais that oppose the lobbying ordinance. She stated <br />those that oppose this ordinance do not value public input and encourage <br />private conversations. <br />PRESENTATIONS <br />1. Receive a Staff presentation and hold discussion regarding the Fiscal Year 2022-2023 <br />Budget Policy for the City of San Marcos, and provide direction to the City Manager. <br />Mayor Hughson confirmed with City Attorney, Michael Cosentino, if it is <br />allowed for City Clerk to read captions for item 1 and 2 so council can discuss. <br />City of San Marcos Page 1 <br />
