Exhibit E –Legacy Business Program <br />Description <br />The Legacy Business Program includes a registry listing maintained by the City’s Main Street, Planning and <br />Development Services, and Economic Development divisions to promote and market the businesses. A <br />business tool kit will also be provided to eligible businesses which will contain services such as lectures, <br />educational seminars, and architectural guidance. Designated Legacy Businesses will also receive priority <br />admission into the City’s Small Business Counseling Program, and City Staff may assist eligible businesses <br />with applying for the Texas Treasures Business Award through the Texas Historical Commission. To add <br />additional support to businesses who have been a staple of the San Marcos community, designated <br />businesses may be eligible for Chapter 380 tax rebates, reduced or waived development fees, or <br />infrastructure assistance in City rights-of-way. <br />Objective <br />The Legacy Business program pays tribute to legendary businesses located in the City of San Marcos. The <br />purpose of the program is to acknowledge the contributions these businesses have made to the City’s culture <br />and economy. This program aims to champion the continued success of legacy businesses through <br />promotional and educational support. <br /> <br />Eligibility <br />To be eligible for a Legacy Business Designation, a company must have been in operation in San Marcos for <br />20 years* or more and meet one or more of the following: <br /> Owned and operated by successive generations of the same family; <br /> Perpetuates San Marcos’ authenticity through the goods or services it provides; <br /> Cultivates and sustains traditions and culture through instruction, education and handing down of <br />traditional ways of knowledge; <br /> Located in a designated San Marcos historic district or designated as a local landmark; or <br /> Located in a property that is eligible and willing to register the property as a landmark. <br /> <br />Process <br />1. A business owner must complete an application and submit it to the City’s Economic Development <br />staff. <br />2. Applications to the Legacy Business Program will be reviewed and approved by the Legacy Business <br />Team (consisting of a staff representative from Economic Development, Main Street, and Planning, <br />or other designee from the City Manager) <br />3. Approved businesses will receive a business tool kit and be added to the San Marcos Legacy Business <br />Registry. <br />4. Legacy businesses seeking financial incentives will meet with the Legacy Business Team to present <br />their request and supporting documentation. <br />5. The Legacy Business Team will submit a recommendation to the City Manager for final <br />determination. <br />6. The City Manager may administratively approve financial incentives up to $50,000 to support the <br />City’s economic development efforts. <br /> <br />*Businesses less than 20 years old may be evaluated on a case-by-case basis with at least two letters of <br />support from the community indicating the business’ contribution to the culture and history of San Marcos. <br />14 <br /> <br />
