Hold a Public Hearing to receive comments for or against Resolution 2022-61R, approving a <br />Budget Policy Statement for preparation of the 2022-2023 Fiscal Year budget; and declaring an <br />effective date; and consider approval of Resolution 2022-61 R. <br />Mayor Hughson opened the Public Hearing at 7:04 p.m. <br />Lisa Marie Coppoletta, stated there has been no analysis on the policy for the <br />GAP program in the last 9 years. The program was completed in 2013 and the <br />master plan states it should be reviewed every 5 years. The sidewalk program <br />should have two sided sidewalks to create green spaces. She expressed concern <br />with installation of sidewalks in areas of flooding and not in historical areas. <br />She stated sidewalks should not be installed without input from citizens and <br />they should be installed where there is no street light. <br />There being no further speakers, Mayor Hughson closed the Public Hearing at <br />7:08 p.m. <br />A motion was made by Council Member Gleason, seconded by Mayor Pro <br />Tem Scott, to approve Resolution 2022-61R. The motion carried by the <br />following vote: <br />For: 7 - Mayor Hughson, Council Member Baker, Council Member Gonzales, Mayor Pro <br />Tem Scott, Deputy Mayor Pro Tem Garza, Council Member Prather and Council <br />Member Gleason <br />Against: 0 <br />NON -CONSENT AGENDA <br />19. Consider approval of Ordinance 2022-24, on the first of two readings, amending certain funds <br />in the City's 2021-2022 Fiscal Year budget to authorize a mid -year Cost of Living Allowance, an <br />adjustment to Public Safety Overtime, adding personnel, and revising sales tax revenue and <br />transfers; including procedural provisions; and declaring an effective date. <br />A motion was made by Mayor Pro Tem Scott, seconded by Council Member <br />Gleason, to approve Ordinance 2022-24, on the first of two readings. <br />Council Member Baker would like clarification on the additional overtime <br />miscalculation in the current budget. Police Chief Standridge stated he learned <br />of this late into the budget process in 2021. It was discovered by the previous <br />finance director and this miscalculation was before her tenure with the city. He <br />stated overtime is paid one and one-half time the salary the overtime. He <br />mentioned that the city was charging the overtime but only half and not one <br />City of San Marcos Page 7 <br />
