City Council Meeting Minutes April 5, 2022 <br />eviction is detrimental on property owners. She stated property owners are <br />working with organizations facilitating with tenants to prevent them from <br />unexpected eviction. Ms. Fernandez mentioned tenants use the system to take <br />advantage while using Covid as an excuse and have done damage leaving <br />owners with 120 -day notice of no income. She would like the city to rescind the <br />disaster declaration. She stated she would like council to support item 19. This <br />ordinance was created with good intentions, but it discriminates on the blended <br />families and students. Rental Fair housing should be for all. This ordinance has <br />created an expensive rental market that is becoming less affordable, and she <br />stated it is no longer a college town since people from other places are moving <br />here. <br />Paul Cauduro, Austin Apartment Association, he spoke on item 17, he <br />mentioned the 90 -day notice of proposed eviction was enacted two years ago. <br />There is no pandemic reason for this requirement to remain in place. He stated <br />the economic is strong and Hays County is no longer under declaration of <br />disaster. He would like council to dissolve the 90 -day notice eviction. <br />Casey Lee, spoke on items #17 and #19, he stated the 90 -day ordinance brings <br />undue burden on property managers. He stated the higher rates and limited <br />acceptance tenants in the future. He mentioned on #19, the ordinance is a fair <br />housing violation. He supports the repeal for both items. He would like to have <br />a stronger tenant education like the city of San Antonio. <br />Rodrigo Amaya, he expressed concern with the conflict of interest motion to <br />dismiss regarding a council member. He would like to know when Officer <br />Hartman loses the case, he would like for him to reimburse the city for fees. <br />Mr. Amaya stated citizens informed him of fire hazardous on Gravel Street <br />and has spoken to various staff and it still hasn't been taken care of. He would <br />like the amount going to the Arts Commission master plan be used to pick up <br />trash around the city. <br />Christina Casas-Moreno, is in support of renaming the recreation hall to <br />Pauline Espinosa Community Hall. She shared the history of Ms. Espinosa and <br />how she worked within the community. <br />Bobbie Garza -Hernandez, item #15 spoke on the merits of Pauline Espinosa <br />and contributions for her work in the community. The renaming of the <br />recreation hall initiated after issues with people not familiar with the city <br />between the recreation hall and San Marcos Activity Center. Staff had <br />nominations, the renaming committee had meetings and received public input. <br />City of San Marcos Page 2 <br />
