2022-2025 Meet and Confer Agreement <br />Between the San Marcos Police Officers' Association and the City of San Marcos, Texas <br />the educational requirement. <br />3. Third, if there are insufficient Corporals in step 2 above, officers who: <br />a, have served the department for at least six (6) years; or have TCOLE Intermediate <br />Certificate and have served in the department for at least four (4) years before the <br />promotional examination date; and. <br />b. If hired after October 1, 2010, must also have an Associate Degree or at least 60 <br />hours (with a passing grade) of college hour credits from an accredited college or <br />university. <br />4. Fourth, if there are insufficient Officers in #3 above, officers who have served the <br />department for at least six (6) years; or have TCOLE Intermediate Certificate and have <br />served in the department for at least four (4) years before the promotional examination <br />dates. <br />C. Police Commander <br />Eligibility: <br />a. Persons having held the rank of Police Sergeant for a period of at least two (2) continuous <br />years immediately before the examination date shall be eligible to take the promotional <br />examination to the, rank of Police Commander. <br />b. Sergeants hired on or after October 1, 2010, shall have a bachelor's degree to be eligible <br />to take the Commander promotional examination and participate in the promotional <br />process. <br />C. In the event two or more candidates do not sign up for and take the examination or all <br />eligible candidates fail the written portion of the promotion examination, all sergeants <br />who meet the aforementioned education requirement regardless of time -in -rank may be <br />eligible for the examination for promotion to Police Commander. <br />d. In the event all eligible candidates fail the written portion of the promotion examination <br />or two candidates fail.to sign up to take the examination, all sergeants, regardless of <br />education, who meet the time in grade requirements may be eligible for the examination <br />for promotion to Police Commander. <br />Section 3. Written Promotional Exam — Seniority Points <br />Every candidate taking a Corporal or Sergeant promotional examination must score a passing score, a <br />minimum of 70, on the written exam to be eligible for seniority points. For example, a candidate scoring <br />69, the final grade is 69 and is not considered a passing score. A candidate scoring 70 will have seniority <br />points added to their score. <br />Section 4. Eligibility List <br />Within seventy-two (72) hours of the completion of the Assessment Center Process, excluding weekends <br />and holidays, an eligibility list shall be prepared and posted with the respective ranking of all promotional <br />candidates based on the candidate's final score based on the formula specified in Section 1. (3) of this <br />Article. <br />PAGE 22 <br />
