June 30, 2022
Mr. Luke Hill
Archer Western Construction
Project Manager
1411 Greenway Drive
Irving, Texas 75038
(Transmitted via Email)
PLUMMER
Reference: City of San Marcos Surface Water Treatment Plant Improvements Project
Change Proposal No. 003 - Upgrade Generator Sound Attenuation
Dear Mr. Hill,
As defined in Article 7.02 of the General Conditions of the above referenced project, an adjustment in
Contract Price for the following Change in the Work is requested. This item has been added to the change
proposal log to record the anticipated change in Contract Value.
A. Submittal SD -035 — Generator and Transfer Switch, submitted by Archer Western Construction,
was approved with an exception to include sound attenuation that provides 78 dBA at 7 meters to
meet GBRA Standards and Design Guidelines; however, Specification 26 32 15 does not provide
sound attenuation requirements. Archer Western indicated that a contract price change would be
required to meet the sound attenuation level requested. Therefore, GBRA is requesting a formal
change proposal from Archer Western to provide additional generator sound attenuation to reduce
sound levels to 78 dBA or below at 7 meters. This is being requested due to the close proximity of
the plant to existing residential neighborhoods and sports facilities and anticipated future residential
developments for which the generator noise would be a nuisance.
In accordance with Article 7.02 this request has been identified as Change Proposal No. 003.
CONTRACTOR to provide additional supporting data for the OWNERs review. Supporting data shall
include full and detailed accounts of materials to be incorporated into the work; labor and equipment
necessary to incorporate the materials; and additional costs as outlined in Article 7.
Provide pricing on the above items for the Owner's consideration for inclusion in a Written Amendment or
Change Order to the Contract. This letter and/or attachments are not a Change Order, or Change Directive
or Field Order and does not constitute a change in completion dates as defined in the Contract. Continue
with all work as required by the Contract.
If you have any questions, please contact me at (210) 510-1278.
Sincerely,
Jesse Guerra, Jr., P.E.
Construction Management Team Leader
cc: Jakob Peetz, City of San Marcos
R. Brian Perkins, GBRA
Hannah Leppla, PE, Plummer
