This <br />scope of services builds from the prior environmental supplemental for the City of San Marcos Purgatory <br />Creek Channel Improvements Project, Phase 2, dated April 29, 2020; more specifically Task 3, <br />Compliance with Section 106 of the National Historic Preservation Act and Task 4, Compliance with <br />the Antiquities Code of Texas. In addition, the U.S. Army Corps of Engineers (USACE) has indicated that <br />an Approved Jurisdictional Determination (AJD) should also be completed for this project. This was <br />identified as a supplemental Task 8 in the prior Scope of Services. In response to the USACE request, it is <br />now included in this supplemental Scope of Services. <br />The need for supplemental archeological services was identified from written review comments of the <br />proposed Cultural Resources Scope of Work from Mr. James Barrera of the USACE on July 22, 2021, and <br />a subsequent follow-up web conference with Mr. Barrera on August 11, 2021. These additional services <br />are described below. Per request by the City of San Marcos, additional investigation utilizing metal <br />detection requested by Mr. Barrera is presently not included in these supplemental services. Such <br />services can be conducted later at such time as the specific design features for Phase 2 are identified <br />and funding is available. <br />Supplemental archeological field work will be completed to satisfy USACE comments as follows: backhoe <br />trench excavations, including archeological site delineations, within the Phase 2 area of potential effect <br />(APE). During these investigations, backhoe trenches will be examined to describe the exposed soil <br />profile/stratigraphy in detail to assess landform and archeological site development and integrity. In <br />turn, this will allow for an evaluation of the potential of the APE and individual archeological sites to <br />contain significant archeological deposits warranting inclusion in the National Register of Historic Places <br />(NRNP) or State Antiquities Landmark (SAL) designation. <br />In addition to these activities, the USACE requested that increased sampling intensity of shovel test <br />excavations across the APE be performed given the presence of a segment of the EI Camino Real <br />National Historic Trail that has been mapped as traversing portions of the APE. Also, increased trenching <br />sampling was requested by the USACE near previously recorded NRHP-eligible site 41HY163 to <br />determine if it extends into the APE, as well as within and adjacent to previously recorded site 41HY55 <br />recorded during previous investigations for the Purgatory Creek Channel Improvements project.
