RESOLUTION NO. 2022-270R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS ADOPTING THE CITY'S PROCEDURES FOR SAFE <br /> AND SECURE RECEIPT OF ELECTRONIC BIDS AND PROPOSALS; <br /> AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO <br /> EXECUTE THE APPROPRIATE DOCUMENTS TO IMPLEMENT THE <br /> PROCEDURES ON BEHALF OF THE CITY; AND DECLARING AN <br /> EFFECTIVE DATE. <br /> RECITALS: <br /> 1. The City Council wishes to allow bidders and proposers to submit bids and <br /> proposals electronically to create efficient and easy access for competitive selection for city <br /> contracts. <br /> 2. The City Council wishes to formally adopt procedures governing identification, <br /> security, and confidentiality of the bidding process as required by Texas Local Government Code <br /> Section 252.0415(a)to allow electronic bidding to proceed. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. The policy attached as Exhibit "A" to this resolution governing electronic <br /> submission of bids and proposals by outside bidders and proposers for city contracts, and outlining <br /> policies protecting identification, security, and confidentiality, is approved. <br /> PART 2. The City Manager, or her designee, is authorized to execute the appropriate <br /> documents on behalf of the City to implement these procedures. <br /> PART 3.
