2023-2026 Meet and Confer Agreement <br />Between the San Marcos Professional Firefighters Association and the City of San Marcos, Texas <br />S. The formula for arriving at a final score for both written examination (A) and assessment center (B) scores <br />will be the following: <br />50 % Written Examination score plus 50 % Assessment Center score = Final Score <br />Example: <br />(.5) (88 written exam score) + (.5) (88 assessment center score) = 44 + 44 = 88 (Final Score) <br />C. Eligibility List: <br />Within seventy-two (72) hours of the completion of the Assessment Center Process, excluding weekends and <br />holidays, an eligibility list shall be prepared and posted with the respective ranking of all promotional candidates <br />based on the candidate's final score based on the formula specified in B (4.) of this Article. <br />D. Both parties agree to discuss the effectiveness of assessment centers in promotions at the next negotiation (as <br />an issue). <br />Section 3. Life of the Eligibility List for Battalion Chief. <br />Every promotional eligibility list for Battalion Chief shall be valid for a period of eighteen (18) months after the date of <br />the Assessment Center, notwithstanding any pending disputes, appeals or litigation concerning an applicant's score or <br />right to promotion. <br />Section 4. Preemption <br />This Article preempts any conflicting state statutes (including Texas Local Government Code Chapters 141, 142, and <br />143), local ordinances, executive orders, civil service provisions, or rules adopted by the Fire Chief or City or by any <br />division or agent of the City, and the Firefighters and Police Officers Civil Service Commission, as provided by Texas <br />Local Government Code Section 142.067. <br />Page 19 <br />
