■ <br /> MEMO <br /> To: The Honorable Mayor and Council <br /> From: Amy Cogdill, Transit Manager <br /> Through: Stephanie Reyes, City Manager <br /> Sabas Avila, Director of Public Works <br /> Date: October 10, 2023 <br /> Re: October 17 Council Agenda - Transit Related Items <br /> Purpose <br /> The purpose of this memo is to provide Council background information for the three transit <br /> items on the upcoming October 17 regular meeting agenda. <br /> Description <br /> As a result of our ongoing efforts to develop a seamless coordinated transit system with Texas <br /> State University, the following items have been identified as grant compliance requirements of <br /> the Federal Transit Administration. During the October 17th meeting, Council will consider the <br /> following three items: <br /> • Fare Increase and Service Change Policy adoption <br /> • Transit Asset Management Plan adoption <br /> • Public Transportation Agency Safety Plan adoption <br /> Fare Increase and Maior Service Change Policy: <br /> Local transit service has been fare-free since March 2020 to reduce exposure to the COVID- <br /> 19 virus. In September of 2020, Council approved fare free local transit service in the adoption <br /> of the San Marcos Transit Plan. This policy outlines the process the city would utilize for any <br /> future fare increases or major service changes. A public hearing is required to adopt this <br /> policy. <br /> Staff is not recommending charging fares for the local transit services. <br /> Transit Asset Management (TAM) Plan: <br /> The TAM plan sets performance targets and measures for transit assets such as buses and <br /> facilities. It also summarizes current asset conditions and outlines the timing for procurement <br /> of new transit assets. The existing assets in the plan belong to the service provider, Capital <br /> Area Rural Transportation Systems, but the plan outlines the city's proposed investments for <br /> new vehicles leveraging federal funds. <br /> CITY OF • <br />
