. ,: c HAYS CENTRAL APPRAISAL DISTRICT * 21001 N 135, KYLE, TX 78640 (512) 268-2522 MEMORANDUM TO: Voting Taxing Units FROM: Laura Raven, Chief Appraiser Iraven@hayscad.com DATE: August 25, 2023 SUBJECT: Appraisal District Directors Nomination for 2024 Term of Office DEADLINE: Nominations(by Resolution) due before October 15,2023 The recently approved Senate Bill 2 amends Subchapter A,Chapter 6,Tax Code by adding Section 6.0301. The appraisal district will now be governed by nine directors;five to be appointed by the taxing units,three to be elected by majority vote at the general election for state and county officers by the voters of the county, and the county assessor-collector to serve as an ex officio director. Directors have historically served a two-year term beginning on January 1 of even numbered years. All sitting directors are serving terms that expire December 31, 2023. 1 typically send out a memo in the fall of each odd numbered year requesting nominees. Senate Bill 2 tells us though that the term of an appraisal district director serving on December 31, 2024 will expire on January 1,2025.So the next term is to be for a single year,January 1, 2024-January 1,2025, 1 am requesting nominees to serve a one year term beginning January 2024.There will be another call for nominees this time next year for terms beginning January 2025.Those terms of office will be of differing lengths to ultimately have directors on staggered terms beginning January 1 of every other even numbered year(see attached chart). The Hays CAD board of directors usually meets the third Thursday of every month, in person,at the district office in Kyle. When considering individuals to serve as directors,taxing units should look for expertise in such areas as business management, information systems, computers,accounting,finance, real estate and taxation. Each taxing unit other than a conservation and reclamation district that is entitled to vote may nominate, by resolution adopted by its governing body,one candidate for each position to be filled on the board of directors.The presiding officer of the governing body of the unit shall submit the names of the unit's nominees to the chief appraiser before October 15,2023.
