. ,: <br /> c <br /> HAYS CENTRAL APPRAISAL DISTRICT * 21001 N 135, KYLE, TX 78640 (512) 268-2522 <br /> MEMORANDUM <br /> TO: Voting Taxing Units <br /> FROM: Laura Raven, Chief Appraiser <br /> Iraven@hayscad.com <br /> DATE: August 25, 2023 <br /> SUBJECT: Appraisal District Directors Nomination for 2024 Term of Office <br /> DEADLINE: Nominations(by Resolution) due before October 15,2023 <br /> The recently approved Senate Bill 2 amends Subchapter A,Chapter 6,Tax Code by adding Section 6.0301. The appraisal <br /> district will now be governed by nine directors;five to be appointed by the taxing units,three to be elected by majority <br /> vote at the general election for state and county officers by the voters of the county, and the county assessor-collector <br /> to serve as an ex officio director. <br /> Directors have historically served a two-year term beginning on January 1 of even numbered years. All sitting directors <br /> are serving terms that expire December 31, 2023. 1 typically send out a memo in the fall of each odd numbered year <br /> requesting nominees. Senate Bill 2 tells us though that the term of an appraisal district director serving on December 31, <br /> 2024 will expire on January 1,2025.So the next term is to be for a single year,January 1, 2024-January 1,2025, <br /> 1 am requesting nominees to serve a one year term beginning January 2024.There will be another call for nominees this <br /> time next year for terms beginning January 2025.Those terms of office will be of differing lengths to ultimately have <br /> directors on staggered terms beginning January 1 of every other even numbered year(see attached chart). <br /> The Hays CAD board of directors usually meets the third Thursday of every month, in person,at the district office in Kyle. <br /> When considering individuals to serve as directors,taxing units should look for expertise in such areas as business <br /> management, information systems, computers,accounting,finance, real estate and taxation. <br /> Each taxing unit other than a conservation and reclamation district that is entitled to vote may nominate, by resolution <br /> adopted by its governing body,one candidate for each position to be filled on the board of directors.The presiding <br /> officer of the governing body of the unit shall submit the names of the unit's nominees to the chief appraiser before <br /> October 15,2023.
