2 In all cases where a building or structure constitutes a nuisance to <br />theeng eral public because it is vacant and open to unauthorized <br />entry, the code official may notify the owner to secure the building <br />or structure within 24 hours. In the event the owner fails to secure <br />the building or structure in that time the code official may take <br />whatever measures are necessary to secure the building. The cost of <br />such measures shall be recovered in the same manner as described <br />in section 34.080 of the code of ordinances. <br />3. Alternatives to boarding. <br />The code official may determine if a method such as fencing is better <br />suited to properly secure the structure. <br />c) Remedies available to the city pursuant to the ado ption of the <br />International Property Maintenance Code and local amendments to it are <br />supplemental to and in no manner limit the cit from pursuing the remedies for <br />unsafe building abatement under Chapter 14, Article 9 of the San Marcos City Code <br />or applicable state laws. <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br />SECTION 3. All ordinances and resolution or parts of ordinances or resolutions in conflict <br />with this ordinance are repealed. <br />SECTION 4.
