Per paragraph 5(k)of the Instructions to Bidders,the City may reject <br /> bids that do not meet the minimum experience qualifications shown above.Therefore, Plummer <br /> recommends rejecting the bid submitted by Cedar Hills Construction and selecting the second-lowest <br /> bidder, Santa Clara Construction, Ltd.,with a bid of$1,642,910.00. <br /> Based on their Statement of Qualifications and feedback from the contractor's references, Santa Clara <br /> Construction, Ltd. appears to be qualified and capable of performing the work for this project.
