<br />49 <br /> <br /> <br /> <br />Regular Meeting January 28, 1991 Page 2 <br /> <br /> <br />Mayor Morris moved to table consideration of this Ordinance and Ms. <br />Kissler seconded the motion, whch passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ABANDONING AND VACATING AN UNDEVELOPED PORTION OF DAVID <br />STREET BETWEEN BROWN STREET AND BENEFIT STREET IN THE CEDAR <br />PLATEAU SUBDIVISION OF THE CITY OF SAN MARCOS, HAYS COUNTY, <br />TEXAS; AUTHORIZING THE CITY MANAGER TO EXECUTE A SPECIAL <br />WARRANTY DEED; REFLECTING RECEIPT OF THE FAIR MARKET VALUE AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading and <br />Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 25 - STREETS AND SIDEWALKS OF THE SAN <br />MARCOS CODE OF ORDINANCES BY ADDING SECTIONS 25-8 AND 25-9 TO <br />ESTABLISH POLICIES FOR STREET NAME CHANGES WITHIN THE CITY; <br />AMENDING APPENDIX C - SUBDIVISIONS OF THE SAN MARCOS CODE OF <br />ORDINANCES TO ESTABLISH ADDITIONAL CRITERIA FOR NAMING NEW <br />STREETS, PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR PUBLICATION AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Mr. Guerra moved to amend as <br />follows: Section 25-8. (c) (1) to read: "Multiple names along the <br />continuity of a single street, or along two streets that are in <br />substantial alignment, shall be prohibited;" Section 25-8. (c) (5) to <br />read: "The planning commission shall also review any other <br />pertinent criteria in its consideration of a street name change;" <br />Section 25-9. (c) to read: "A city-initiated street name change <br />under subsection (a) (3) or (4) above shall initially be considered <br />£Y the planning commission only if . . . business owners and more <br />than fifty percent. . . reasonably be determined. The planning <br />commission shall conduct ~ public hearing on the proposed change. . <br />. .; Section 25-9. (d) (1) to read: "Multiple names along the <br />continuity of a single street, or along two streets that are in <br />substantial alignment, shall be prohibited;" Section 25-9. (d) (5) to <br />read: "The planning commission shall also review any other <br />pertinent criteria in its consideration of a street name change;" <br />SECTION 2.15. (a)2. to read: ". . . "Boulevard,". . . ., and Mr. <br />Moore seconded the motion, which passed unanimously. The Council <br />then voted unanimously for approval of the Ordinance on first <br />reading. <br /> <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADOPTING A POLICY ON TAX ABATEMENT AND OTHER ECONOMIC <br />DEVELOPMENT INCENTIVES FOR THE CITY OF SAN MARCOS, TEXAS, AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mr. Moore <br />seconded the motion. Mayor Morris moved to amend the Policy in <br />SECTION B.1.a. to read: "The proposed development and/or <br />redevelopment must maintain or create at least 5 jobs, and;" and Mr. <br />Moore seconded the motion, which passed unanimously. The Council <br />then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was not read into the record, which reads as <br />follows: <br />
