<br />74 <br /> <br /> <br />Regular Meeting February 11, 1991 Page 2 <br /> <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 <br />FISCAL YEAR TO PROVIDE FUNDING FOR AN AIRPLANE SHELTER AT THE <br />SAN MARCOS MUNICIPAL AIRPORT; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Plummer seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 29-108 OF THE SAN MARCOS CODE OF <br />ORDINANCES BY THE DESIGNATION OF RIGHT-TURN ONLY LANES AND <br />LEFT-TURN ONLY LANES ON COMANCHE STREET AT CERTAIN <br />INTERSECTIONS; PROVIDING FOR SEVERABILITY; REPEALING ALL <br />CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR <br />PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE PERMANENT CLOSURE OF PORTIONS OF FURMAN <br />AVENUE, GIRARD AVENUE AND HAMILTON STREET BETWEEN HILLYER <br />STREET AND ADVANCE STREET; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION <br />AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Ordinance on third and final <br />reading and Ms. Kissler seconded the motion. Mr. Hart stated he <br />would abstain from voting on this matter, as he owns property <br />adjacent to this property and removed himself from the Council <br />Chambers. Mayor Morris moved to amend the Ordinance as follows: in <br />the caption to add "AND HAMILTON STREET," in the first paragraph <br />beginning with WHEREAS to read ". . . to close portions of Furman <br />Avenue, Girard Avenue and Hamilton Street between Hillyer Street and <br />Advance Street. . . .~and in SECTION 1 to read ". . . Furman <br />Avenue, Girard Avenue and Hamilton Street between Hillyer Street and <br />Advance Street. . . .~and Mr. Guerra seconded the motion. Nina <br />Pryatel voiced concern regarding the amendment stating that there <br />are six parking spaces and fourteen bedrooms on Hillyer, all rental <br />property, and that Hamilton should be shut off down the hill rather <br />in this location. Mr. Gilley advised the City is not abandoning, <br />but rather closing the street. On roll call of the amendment, the <br />Council voted unanimously in favor of the amendment (Mr. Hart not <br />present to vote on this item). The Council then voted unanimously <br />for adoption of the Ordinance on third and final reading (Mr. Hart <br />not present to vote on this item). <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held January 28, 1991; approval of two Ordinances on <br />second reading; adoption of two Ordinances on third and final <br />reading; adoption of three Resolutions; and approval to purchase a <br />vehicle in the amount of $11,124.44 through the State Purchasing and <br />General Services Commission for the Public Works Division by <br />consensus. The Council removed Item 8.B.(1) from the consensus <br />agenda to be considered separately. Ms. Kissler moved to approve <br />the minutes of the Regular Meeting held January 28, 1991; to approve <br />the remaining Ordinance on second reading; to adopt the two <br />Ordinances on third and final reading; to adopt the three <br />Resolutions; and to approve the purchase of the vehicle through the <br />State Purchasing and General Services Commission by consensus <br />
