104 Regular Meeting March 11, 1991 Page 2 Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AN AMENDMENT TO THE TAX ABATEMENT AGREEMENT BETWEEN THE CITY AND HARPER'S HALL JOINT VENTURE; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AMENDMENT AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for adoption of the Resolution and Mr. Plummer seconded the motion, which passed unanimously. E. BUTT GROCERY COMPANY, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT AND DECLARING AN EFFECTIVE DATE. Mr. Plummer moved for adoption of the Resolution and Mr. Hart seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AN AMENDMENT TO THE WATER FACILITIES AND ROADWAY IMPROVEMENTS CONTRACT BETWEEN THE CITY AND THE PROPERTY OWNERS WITHIN THE ESTATES OF SAN MARCOS SUBDIVISION; AUTHORIZING THE CITY MANAGER T0 EXECUTE THE AMENDMENT ON BEHALF OF THE CITY; AUTHORIZING THE CITY MANAGER TO EXECUTE RELEASES TO INDIVIDUAL PROPERTY OWNERS; AND DECLARING AN EFFECTIVE DATE. Mr. Plummer moved for adoption of the Resolution and Mr. Hart seconded the motion. Following a brief discussion Mr. Moore moved to table adoption of the Resolution and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of minutßs of the Regular Meeting held February 25, 1991; approval of two Ordinances on second reading; adoption of one Ordinance on third and final reading; adoption of five Resolutions; authorization to bid Phase II of the Northeast Waterline Extension to the CTEC Site; an addendum to approve a plat of Section Three, Blocks 39-41, 43-50, 52-58, 61 and 205-207 of the Tower Addition to the San Marcos City Cemetery and an addendum to approve a street closure on Lindsey Street between North Street and Academy Street on March 14, 1991 between 4:00 p.m.-7:00 p.m. for the "First Annual Lindsey Street Carnival," a fundraiser of SWT IFC and Lambda Chi Alpha Fraternity for the San Marcos Area Food Bank and Hays County Women's Center. The Council removed Items 7.D. (2) and 7.D.(3) to be considered separately. Mr. Plummer moved to approve the minutes of the Regular Meeting held February 25, 1991; approve the two Ordinances on second reading; adopt the one Ordinance on third and final reading; adopt the remaining three Resolutions; authorize the bidding of Phase II of the Northeast Waterline Extension to the CTEC Site; approve the addendum for approval of a plat of Section Three, Blocks 39-41, 43-50, 52-58, 61 and 205-207 of the Tower Addition to the Cemetery; and to approve the addendum for the street closure on Lindsey Street, and Mr. Hart seconded the motion, which passed unanimously. The captions of these Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SN MARCOS, TEXAS, AMENDING THE CITY HISTORICAL ZONING ORDINANCE WITH REGARD TO MEMBERSHIP QUALIFICATIONS FOR THE HISTORIC PRESERVATION COMMISSION; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE.
