1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 5, 1991 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. Moore Council Members Rick Hernandez Ronald K. Hart Fred Guerra Betty Jane Kissler * Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack City Attorney Mark Taylor Director of Inf.Mgmt.Servs. Ramona Brown Director of Public Works George Boeker Director of Parks and Recreation Rodney Cobb Director of Library stephanie Langenkamp Director of Planning and Dev. Mary Martinez Also Present: Ruben Garza, Bill Coddington, R. G. Phillips, Fred Sanderson, Melissa Millecam, Dan Nelson, John DeMoor and others. Mayor Morris called the meeting to order at 12:20 p.m. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE SUBMISSION OF A GRANT APPLICATION TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS IN CONNECTION WITH THE TEXAS EMERGENCY SHELTER GRANT~ PROGRAM; AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for adoption of the Resolution and Mr. Moore seconded the motion. Ruben Garza, Director of Souths ide Community Center, advised the Council the State of Texas has been awarded $1.5 million grant funding. Southside is requesting a grant in the amount of $37,000 to provide services for homeless, persons at risk who cannot pay their bills, and to assist in getting people independent. Southside will provide $38,000 in-kind services in connection with this grant. The Council voted unanimously for adoption of the Resolution.
