<br />4 <br /> <br /> <br />Regular Meeting April 8, 1991 Page 2 <br /> <br />Gilley stated this survey was funded in last year's budget and was <br />inadvertently not reappropriated in this year's budget. It now <br />needs to be appropriated to pay for the cost of the survey. The <br />Council voted unanimously for adoption of the Ordinance. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 <br />FISCAL YEAR TO PROVIDE FUNDING FOR CERTAIN CAPITAL IMPROVEMENT <br />PROJECTS AND DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. Mr. Gilley stated money left over <br />after completion of other projects would be set in place to fund <br />these projects. On roll call the following vote was recorded: <br /> <br />AYE: Moore, Hernandez, Morris, Kissler, Plummer. <br /> <br />AYE: Hart. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 <br />FISCAL YEAR TO PROVIDE FUNDING FOR REPAIRS TO LIGHTING ON <br />RUNWAY 12-30 AT THE SAN MARCOS MUNICIPAL AIRPORT AND DECLARING <br />AN EMERGENCY. <br /> <br />Mr. Plummer moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. Mr. Gtlley stated the runway lighting <br />has been damaged by fire ants, and FAA will fund 90% of the cost of <br />repairing the lighting on an emergency basis. This amendment will <br />fund the City's 10% portion of the repairs. The Council voted <br />unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~COS, <br />TEXAS, AMENDING CHAPTER 16, MISCELLANEOUS OFFENSES AND <br />PROVISIONS OF THE CODE OF ORDINANCES BY ADDING SECTION 16-5, <br />PROHIBITING THE PLACEMENT OF ADVERTISEMENTS, HANDBILLS, ETC., <br />ON VACANT BUILDINGS WITHIN THE CITY; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING <br />FOR A PENALTY; PROVIDING FOR PUBLICATION; AND ESTABLISHING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Plummer moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Mr. Gilley advised the Council the <br />adoption of this Ordinance will be publicized through the media, the <br />Downtown Association and in dealing with violators. Mr. Plummer <br />requested adveritising this information in the University Star as <br />well, because many of the students have placed handbills on vacant <br />buildings. The Council voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPER NINE, ELECTRICAL CODE, OF THE CITY OF <br />SAN MARCOS, CODE OF ORDINANCES, TO ADOPT THE 1990 NATIONAL <br />ELECTRICAL CODE; ADDING ALTERNATIVE LICENSING REQUIREMENTS FOR <br />THE ELECTRICAL INSPECTOR, DELETING THE REQUIREMENT FOR <br />ELECTRICIAN TEST VALIDATION; PROVIDING FOR THE EXPIRATION OF <br />ELECTRICAL LICENSES ON THE LICENSEE'S BIRTH MONTH AND REVISING <br />THE LANGUAGE WITH REGARD TO THE ISSUANCE OF ELECTRICAL <br />LICENSES; REMOVING THE USE OF NONMETALLIC-SHEATHED CABLE AND <br />METAL CONDUIT; REQUIRING THAT ALL STRUCTURES BRING ELECTRICAL <br />EQUIPMENT AND SYSTEMS INTO COMPLIANCE WITH APPLICABLE CODE <br />
