(a) promote walking, cycling and public transit use; <br /> enhance the public realm with items such as trees, shade, lighting, <br /> and street furnishings; or <br /> Lc) improve parking efficiency or availability. <br /> Sec. 82.302. Requirements. <br /> Ca) A district must include at least 100 potential paid parking spaces. <br /> At the time that a district is created,the required paid parking spaces <br /> may include both existing and new spaces. <br /> O All combined paid parking space fees within a parking benefit <br /> district shall be first expended to defray any ancillary costs associated with parking <br /> and parking management within a parking benefit district including the total <br /> administrative costs, signage, debt service, and the installation, operation and <br /> maintenance of parking management devices and technologies placed in service in <br /> a parking benefit district on or after the effective date of designation of the parking <br /> benefit district. <br /> No less than 80 percent of paid parking space fees in excess of the <br /> total costs identified in Section 82.302(c) shall be applied to the prgj. cts <br /> recommended by the Parking Advisory Board and subject to council approval. The <br /> remaining funds shall be deposited in the City's General Fund. <br /> Ce) The application shall include: <br /> Boundaries of the proposed district identified by streets and <br /> static land features; <br /> Justification for the proposed district; <br /> Anticipated parking regulations, including parkin rates, <br /> permit parking areas, permit parking rates, and time <br /> restrictions; <br /> Plans for revenue allocation, including how funds from <br /> parking fees and permits will be reinvested in the proposed <br /> parking benefit district; <br /> Support from affected residents, businesses, and property <br /> owners within the proposed district; and <br />
