RESOLUTION NO. 2024-45R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING THE 2024 CITY OF SAN MARCOS <br />HAZARD MITIGATION ACTION PLAN ("HMAP"); AUTHORIZING <br />FINAL SUBMISSION TO BOTH THE TEXAS DIVISION OF <br />EMERGENCY MANAGEMENT ("TDEM") AND THE FEDERAL <br />EMERGENCY MANAGEMENT AGENCY ("FEMA"); AND DECLARING <br />AN EFFECTIVE DATE. <br />RECITALS: <br />1. A FEMA -approved hazard mitigation plan is required for eligibility for grant funds <br />through FEMA's Hazard Mitigation Assistance (HMA) programs, which include: Hazard <br />Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities (BRIC), <br />Flood Mitigation Assistance (FMA), and High Hazard Potential Dams (HHPD) programs. <br />2. Funds from these federal grant programs may be awarded directly to the <br />participating jurisdictions to implement mitigation projects identified in the Plan Update. <br />3. TDEM and FEMA each require that eligibility for grant funding for a project is <br />subject to the project being included in the Hazard Mitigation Plan. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The attached Hazard Mitigation Plan is hereby adopted as an official plan <br />of City. <br />PART 2. The City departments identified in the Plan are hereby authorized to pursue <br />implementation of the recommended activities that are assigned to their departments. <br />PART 3. Any action proposed by the Plan shall be subject to and contingent upon <br />budget approval, if required, which shall be at the discretion of the City Council. <br />PART 4. The City Manager, or her designee, is hereby authorized to submit the Plan <br />to TDEM and FEMA and is authorized as the city official who will coordinate with other offices, <br />periodically report on the activities, accomplishments, and progress, and prepare any reports to be <br />submitted to TDEM or FEMA. <br />PART 5. This resolution shall be in full force and effect immediately from and after <br />its passage. <br />ADOPTED on April 2, 2024. <br />
