SECTION 2: PLANNING PROCESS <br />Figure 2-1. Mitigation Planning Process \ <br />The City of San Marcos and the Consultant Team met in February 2023, to begin organizing <br />resources, identify Planning Team members, and conduct a Capability Assessment. <br />PLANNING' <br />Key members of H2O Partners, Inc. developed the Plan Update in conjunction with the Planning <br />Team. The Planning Team was established using a direct representation model. Some of the <br />responsibilities of the Planning Team included: completing Capability Assessment surveys, <br />providing input regarding the identification of hazards, identifying mitigation goals, and developing <br />mitigation strategies. An Executive Planning Team consisting of key personnel from the Office of <br />Emergency Management involved in hazard mitigation activities, shown in Table 2-1, was formed <br />to coordinate planning efforts and request input and participation in the planning process. <br />Participation in this planning process is defined as being engaged in the process through <br />attending meetings, providing data and related information, providing updates on previous <br />actions, and reviewing and commenting on draft versions of the plan. Table 2-2 reflects the <br />Advisory Planning Team, consisting of additional representatives from city departments that <br />participated throughout the planning process. All Executive and Advisory Planning Team <br />members are involved in hazard mitigation activities; those with the authority to regulate <br />development are identified with an asterisk next to their title. <br />Table 2-1.
