SECTION 2: PLANNING PROCESS <br />Stakeholders and participants from neighboring communities that attended the Planning Team <br />and public meetings played a key role in the planning process. For example, codes and <br />development restrictions as well as infrastructure improvements were two of the biggest concerns <br />to stakeholders. The City of San Marcos included actions in the Plan to address these concerns, <br />including incorporating green initiatives into the City's local codes and ordinances, retrofitting <br />public buildings and critical facilities, and improving drainage near roadways and neighborhoods. <br />PUBLIC ivir-ETINGS <br />A series of public meetings were held throughout the planning area to collect public and <br />stakeholder input. Topics of discussion included the purpose of hazard mitigation, discussion of <br />the planning process, and types of natural hazards. The City of San Marcos released information <br />regarding the public meetings in their area to increase public participation in the Plan Update <br />development process, through posting on their website, on social media sources including <br />Facebook and Twitter, through the local media, and/or posting the information on bulletin boards <br />in public facilities. A sampling of these notices can be found in Appendix E, along with the <br />documentation on the public meetings. Representatives from area neighborhood associations <br />and area residents were invited to participate. <br />Public meetings were held on the following dates and locations: <br />March 9, 2023, San Marcos Activity Center <br />May 10, 2023, San Marcos Activity Center <br />o July 12, 2023, San Marcos Activity Center <br />PUBLIC PARTICIPATION SUP"` <br />In addition to public meetings, the Planning and Consultant Teams developed a public survey, in <br />both English, designed to solicit public input during the planning process from residents and <br />stakeholders and to obtain data regarding the identification of any potential hazard mitigation <br />actions or problem areas. The survey was promoted by local officials and a link to the survey was <br />posted on the City of San Marcos' Office of Emergency Management website. Paper versions of <br />the survey were also provided at each of the public meetings. A total of 39 surveys were <br />completed online. The survey results are analyzed in Appendix B. The Planning Team reviewed <br />the input from the surveys and decided which information to incorporate into the Plan as hazard <br />mitigation actions. For example, many residents were concerned with retrofitting existing <br />structures, ordinances and codes guiding new development, and water conservation along <br />eddying sections of the Blanco River. Survey responses also showed the public has an interest <br />in the City implementing mitigation projects related to improving emergency preparedness, <br />enhancing disaster response, and building green infrastructure.
