SECTION 6- DROUGHT <br />Drought is monitored nationwide by the National Drought Mitigation Center (NDMC). Indicators <br />are used to describe broad scale drought conditions across the U.S. and correspond to the <br />intensity of drought. <br />Based on the historical occurrences for drought and the location of the City of San Marcos can <br />anticipate a range of drought from abnormally dry to exceptional, or DO to D4, based on the <br />Palmer Drought Category. The entire planning area has <br />experienced exceptional drought conditions. These are <br />the most extreme drought conditions the City can k <br />anticipate in the future. 9' z <br />The San Marcos Utilities Conservation Department <br />monitors drought conditions and implements drought ' <br />response stages during periods of higher -than -normal <br />temperatures and lower than normal rainfall. The San <br />Marcos City Code Chapter 86, Article 2 Division 2, <br />Water Conservation lists the five drought response <br />stages list and the conditions that occur to determine <br />each stage. Each stage ends when conditions to implement are no longer applicable or when <br />determined by the Director of Utilities Conservation Department. <br />Table 6-4. City of San Marcos Drought Response Conditions3 <br />Stage 1 shall be implemented when any one of the following conditions occur, or <br />as otherwise determined by the director: <br />1. The ten-day average aquifer level is less than 660 feet above mean sea <br />level as measured at the J-17 index well; or <br />2. The ten-day average discharge rate of San Marcos Springs is below 96 <br />CFS as measured at the San Marcos gauging station; or <br />3. The ten-day average discharge rate of Comal Springs is below 225 CFS <br />as measured at the Comal gauging station. <br />Stage 2 shall be implemented when any one of the following conditions occur, or <br />as otherwise determined by the director: <br />1. The ten-day average aquifer level is less than 650 feet above mean sea <br />level as measured at the J-17 index well; or <br />2. The ten-day average discharge rate of San Marcos Springs is below 80 <br />CFS as measured at the San Marcos gauging station; or <br />3. The ten-day average discharge rate of Comal Springs is below 200 CFS <br />as measured at the Comal gauging station. <br />Stage 3 shall be implemented when any one of the following conditions occur, or <br />as otherwise determined by the director: <br />1. The ten-day average aquifer level is less than 640 feet above mean sea <br />level as measured at the J-17 index well; or <br />3 Conservation & Drought I City of San Marcos, TX.
