1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 28, 1991 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Ronald K. Hart Council Members Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Senior citizens Advisory Board. No nominations were received, and this appointment will be rescheduled at the June 10, 1991 meeting. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Public Transportation Committee. Mr. Guerra moved to appoint Jim Davis to complete the vacancy of Handler Smith, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO PROVIDE FUNDING FOR THE 1991 TML ANNUAL CONFERENCE EXHIBITION BOOTH FEE AND DECLARING AN EMERGENCY. Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 16, MISCELLANEOUS OFFENSES AND PROVISIONS, OF THE SAN MARCOS CODE OF ORDINANCES TO ADD AN ARTICLE V, CLEAN AIR, INCORPORATING RESTRICTIONS ON SMOKING; PROVIDING CONFLICTING ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. Mr. Hart moved for approval of the Ordinance on first reading and Mr. Guerra seconded the motion (Mr. Plummer present at this time - 7: 48 p. m. ). Mayor Morris moved to amend Page 2, Section 16-70 (1) (B) (8) to read as follows: "Bars, the major business of * Mr. Plummer present at 7:48 p.m. ** Ms. Kissler not present at this meeting.
