Mayor Morris moved to amend the Ordinance to delete section 3.(A)(3) and renumber the remaining section and Mr. Moore seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Ordinance on third and final reading. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held July 8, 1991, approval of two Ordinances on second reading, adoption of seven Resolutions, approval of an expenditure of $5,677.00 from the City Council's Tourist Account for the TML Exhibitors' Booth 1991 - Fort Worth, approval of Change Order No.6 to the Runway 8-26 Project at the San Marcos Municipal Airport in the amount of $63,919.60, authorization to request and receive proposals for (1) video recording equipment for the City Council Chambers, (2) telephone system for the new Police Headquarters and Training Facility, and (3) computer hardware equipment for the San Marcos Electric utility, authorization to bid (1) remodeling of the Communications (911) Center of the new Police Headquarters and Training Facility¡ (2) multi-activity play centers and rectangular steel shelter¡ (3) hauling services for the Public Works Department; (4) uniform services; and (5) analytical services for wastewater samples by consensus. The Council requested to consider Items 9.C.(1),(3),(4) and (6) separately. Ms. Kissler moved to approve the minutes of the Regular Meeting held July 8, 1991 (Mr. Guerra and Ms. Kissler abstaining), approve the two Ordinances on second reading (Mr. Hernandez voting NAY to Item 9.B.[2]), adopt the remaining three Resolutions, approve the expenditure of $5,677.00 from the Tourist Account for the TML Exhibitors' Booth 1991 - Fort Worth, approve Change Order No.6 for Runway 8-26 Project, authorize the three requests for proposals and authorize the five bids by consensus and Mr. Guerra seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING A NO PARKING TOW-AWAY ZONE ON PAT GARRISON STREET; PROVIDING FOR SEVERABILITY; REPEALING. ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 12-8 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE RESIDENTIAL SOLID WASTE COLLECTION RATE TO PROVIDE FUNDING FOR RECYCLING SERVICES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY¡ PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A LEASE AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND VINTAGE AIRCRAFT, INC. FOR THE LEASE OF A 0.67 ACRE TRACT OF REAL PROPERTY LOCATED AT THE SAN MARCOS MUNICIPAL AIRPORT, AUTHORIZING THE CITY MANAGER TO EXECUTE THE LEASE ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS SUPPORTING TWO IMPROVEMENT PROJECTS FOR INTERSTATE HIGHWAY 35 IN THE SAN MARCOS AREA; AND PROVIDING AN EFFECTIVE DATE.
