<br />72 <br /> <br /> <br /> <br />Regular Meeting July 22, 1991 Page 6 <br /> <br /> <br />Mr. Plummer moved for adoption of the Resolution and Ms. Kissler <br />seconded the motion. Mayor Morris moved to amend Page 4 of the <br />contract in Section 2.3 storage Containers for the cost of <br />replacement container sets to residential units to be set at a cost <br />of $4.00 per container set and on Page 5 in Section 2.8 Holidays to <br />observe three holidays - New Year's Day, Thanksgiving Day and <br />Christmas Day, and Ms. Kissler seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: Moore, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: Hernandez, Guerra. <br /> <br />ABSTAIN: None. <br /> <br />On roll call for adoption of the Resolution, the following vote was <br />recorded: <br /> <br />AYE: Moore, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: Hernandez, Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Bill Coddington stated he did not think expenditures for the TML <br />Exhibitors' Booth or receiving requests for proposals for video <br />recording equipment for the Council Chambers were good expenditures. <br /> <br />Mayor Morris introduced for consideration award of bid for automatic <br />samplers for the industrial pretreatment program. Mr. Moore moved <br />to award bid to EMSI, Inc. of Dallas, Texas in the amount of <br />$5,501.63 and Mr. Hart seconded the. motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced a discussion regarding the submission of <br />Resolutions for consideration at the 1991 TML Annual Conference. <br />Mr. Moore and Mr. Taylor are going to prepare a Resolution regarding <br />agricultural-open space legislation for the Council's consideration. <br /> <br />Mayor Morris introduced a discussion and direction to Staff <br />regarding location of new library. Mrs. Langenkamp provided the <br />Council with 3.5 acre variations on the parkland property. The <br />Council requested to see a metes and bounds description of the Army <br />Reserve on a plat and requested the architect's site considerations <br />be looked at before the Council makes a site selection. The Council <br />also requested information be provided regarding the State's <br />regulations for traffic signalization. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />advised the Council the assessment center for the SMEU Director <br />was scheduled for July 23. (2) Mr. Gilley advised the Council <br />Staff would be moving forward with the bidding process for the <br />communications section for the police facility. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Ms. Kissler <br />advised the Council information would be forthcoming regarding the <br />TML Region VII Meeting at Randolph on Saturday, September 23. (2) <br />Mayor Morris requested information be provided to the Council <br />regarding the dates of the Edwards Aquifer meetings and wants the <br />City to pursue requesting assistance with our program. (3) Mr. <br />Hart asked how Highway 80 could be renamed or Airport signage could <br />be used and was advised the beginning of the process was already in <br />the Planning Department. <br /> <br />Mayor Morris introduced an Executive Session pursuant to Article <br />6252-17, Sections 2(e) and (f), V.A.C.S., to discuss pending <br />litigation (City of San Marcos vs. LCRA; Sanchez vs. City of San <br />Marcos, et al), matters where the duty of the city Attorney to <br />the City pursuant to the Code of Professional Responsibility clearly <br />
