4. Surrounding Uses/Destinations <br />The Paso Robles development site was chosen for its location in and near the City and <br />accessibility to the major metropolitan areas of Austin and San Antonio. Other favorable <br />points are its gentle topography, vegetation, distant views and vistas. <br />Exhibit 1-3 details the existing land uses and zoning on and around the site. The <br />surrounding land is generally vacant or county residential parcels. <br />❖ Northeast: First Baptist Church and county residential. <br />❖ Southeast: county residential, Union Pacific railroad, agricultural uses between <br />the railroad and 1-35, retail at Centerpoint Drive & Hunter Road as well as <br />Centerpoint Drive and 1-35. <br />❖ Southwest: county residential, agricultural uses near the railroad, and vacant <br />land. <br />❖ Northwest: county residential and vacant land. <br />Other area attractions are Texas State University, downtown San Marcos, the San <br />Marcos River, municipal parks, Aquarena Springs, and the Outlet Center Malls on IH-35. <br />5. Existing Site Conditions <br />Natural features include water features (ponds and creeks), limited rock outcroppings, <br />and sloping topography. In addition, several karst features have been identified and <br />located within the project area. TCEQ has reviewed and approved the locations and <br />buffers assigned to each feature. These features will be located within designated open <br />space areas. No springs have been discovered on site. However, if any are discovered <br />during construction appropriate buffers will be provided. Approximately 205 acres of the <br />project is located within the Edwards Aquifer Recharge Zone. <br />The site includes very typical Texas Hill Country topography (limited slopes as steep as <br />25%) with numerous scenic valleys between high points. The Slope Map in Exhibit 1-4 <br />depicts these areas. Vegetation ranges from very open in the valleys (where cattle <br />grazed) to very dense on the hills and along riparian corridors. Trees are mostly low <br />native oaks and a heavy canopy of Ashe Juniper. Native grasses are visible in most <br />areas of the site. <br />15ca <br />
