<br /> 10 <br />Regular Meeting August 12, 1991 Page 6 <br />Mayor Morris introduced for consideration Item 12.E. removed from <br />the consensus agenda, approval to request and receive proposals for <br />computer hardware maintenance for MV10000 and MV7800. Ms. Kissler <br />moved to approve requesting and receiving proposals and to amend the <br />RFP from MV1000 to MV10000 and Mr. Guerra seconded the motion, which <br />passed unanimously. <br />Mayor Morris introduced for consideration award of bid for the <br />remodeling of the Communications 911 Center for the Police <br />Headquarters and Training Facility. Mayor Morris stated she would <br />abstain from discussion and voting due to a potential conflict of <br />interest (one of the bidders on this matter has a note due and <br />payable to Mayor Morris) and removed herself from the Council <br />Chambers during discussion and vote. Dan Nelson recommended the <br />City council award bid to Stokes Construction Company of San Marcos, <br />Texas in the total amount of $341,501.00 which includes the <br />following alternates: (1) Add $18,000, (2) deduct $37,662.00, and <br />(3) disregard. Mr. Nelson advised the Council the low bidder did <br />not meet all the requirements (Page of San Antonio - did not provide <br />bid information on the three alternates). Ms. Kissler moved to <br />award bid to Stokes Construction Company of San Marcos in the amount <br />of $341,501.00 and Mr. Plummer seconded the motion, which passed <br />unanimously (Mayor Morris not present to vote on this item). <br />Mayor Morris introduced a discussion and review of the 1991-1992 <br />Budget. Mr. Gilley proposed budget reductions from the General Fund <br />as follows: <br /> Council Travel $ 10,500 <br /> Economic Development - Council 10,000 <br /> Street Overlay 25,000 <br /> Professional Development 23,500 <br /> Personnel 50,000 <br /> Total $119,000 <br />Mr. Gilley also stated there would be a reduction of $5,450.00 from <br />Professional Development in the Water/Wastewater utility Budget. <br />Mr. Gilley recommended the Merit Fund be reduced by 50% to enable <br />the City to implement a 2 to 1 TMRS ratio. Mr. Gilley stated the <br />projected fund balance at the end of September, 1992 would be 15% <br />($1.8 million). The Council requested the city receive reports <br />periodically from the County regarding the delinquent tax <br />collection. Mr. Moore stated he was not in favor of reducing the <br />street overlay and personnel items in the budget, and expressed his <br />desire for the city to raise the tax a little to fund these. It was <br />consensus of Council to accept the recommended reductions and the <br />TMRS 2 to 1 match. <br />Mayor Morris introduced a discussion regarding the city's support of <br />legislation for City regulation of open containers in designated <br />districts of the City and direction to Staff. It was consensus of <br />the Council to have the City Attorney draft a Resolution to present <br />for consideration. <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley had <br />no report at this meeting. <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br />advised the Council the Fifth Circuit in New Orleans has ruled in <br />the GBRA vs. City of Lytle lawsuit that jurisdiction will be in a <br />Hays County Court. <br />Mayor Morris introduced the City Council's Report. (1) Mayor <br />Morris advised the NLC Resolutions would be due by September. (2) <br />Mayor Morris advised the Council San Marcos Factory Shops would have <br />a grand opening ceremony of Phase II, and the Council has been <br />requested to be involved in a fundraiser by participating in a <br />miniature golf game on Friday, August 16 at 6:00 p.m. <br />
