City of San Marcos,Texas—2024-2025 Action Plan <br /> Council Member Shane Scott asked how much money was allocated to Court Appointed Special Advocates(CASA)in the previous year. <br /> Response:The amount was provided and the estimated amount received from Human Services Advisory Board(HSAB)grants was provided. <br /> Council Member Scott asked how much money was allocated to Salvation Army from other cities. <br /> Response:The Service Center Manager of Salvation Army responded that all money raised in the county is distributed back into the county. <br /> Mayor Hughson commented that the City had utility assistance program through the organization Community Action. <br /> Response: The City's program through Community Action is for long term assistance. Emergency service programs such as Salvation Army are for <br /> emergency assistance. <br /> Two comments were received during the public comment period held June 7-July 9,2024. <br /> Steve and Sue Ann Floyd stated support of the Southside Community Center receiving the full amount requested. Receiving more money than the <br /> recommended amount would help provide more services. <br /> Eric West is in favor of the Thorpe Lane project. He states it is long overdue and important to recognize the issues that have affected the disability <br /> community. He and other citizens have spoken up about the need for ADA on Thorpe Lane in the past. <br /> Comments were received at the August 5,2024,public hearing,from two members of the public and one City Council member. <br /> Mark Aldape is in favor of the Thorpe Lane project. He states he currently worries about the safety of his family on the street. <br /> Eric West reiterated the comment he submitted during the public comment period. Approving the improvements to Thorpe Lane would go along way <br /> in the handicapped community to show the City helps. Discussion regarding these improvements have gone on for over a decade,making citizens <br /> skeptical about any news the City provides regarding improvements. The completion of Thorpe Lane through Sidewalk improvements would ensure <br /> citizens were heard. A major concern is the portion of the sidewalk that slants into the street at 19 degrees, <br /> Council Member Mendoza stated he is a proponent of ADA improvements to Thorpe Lane. He has noticed what is occurring on Thorpe Lane and is <br /> working to focus on the area. <br /> 6. Summary <br /> San Marcos has been an entitlement community for the CDBG grant program since 1994. During the past 30 years,the City has utilized millions in CDBG <br /> funds to improve quality of life for San Marcos residents.The City has installed sidewalks,upgraded neighborhood parks,supported services provided by <br /> local non-profit organizations,rehabilitated homes,and improved accessibility to public facilities and individual homes. <br /> 2024-2025 CDBG ACTION PLAN Page 5 of 59 <br />
