Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of one appointment to the San Marcos Electric Utility Board. Mayor Morris moved to reappoint Ruben Ruiz, which passed unanimously (Mr. Guerra present to vote on this item - 7:35 p.m.) Mayor Morris introduced for consideration approval of four. appointments to the Human Services Advisory Board. Mayor Morris moved to reappoint Jody Dodd, Mr. Guerra moved to reappoint Soila Rodriguez and Ms. Kissler moved to reappoint Karen Brown, which passed unanimously. The Council directed the remaining appointment be scheduled for the next meeting. Mayor Morris introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 12-8 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE RESIDENTIAL SOLID WASTE COLLECTION RATE BASED ON AN INCREASE IN THE STATE FRANCHISE TAX UPON BROWNING-FERRIS INDUSTRIES, INC.; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION; AND ESTABLISHING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak for or against the amendment. No one did, so Mayor Morris closed the public hearing. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: * Mr. Guerra present at 7:35 p.m. and left at 8:13 p.m. ** Mr. Moore not present at this meeting.
