i. For companies requesting incentives that are Large Enterprises (defined <br /> as either having more than 1,000 employees or more than$500 million in <br /> disclosed annual revenue), the Partnership will procure from a <br /> reputable third-party an Environmental, Social, and Governance (ESG) <br /> report and include it as an appendix to the EIA. <br /> ii. For companies requesting incentives that are not Large Enterprises, the <br /> Partnership shall determine if an ESG report is available through the <br /> same service provider it utilizes for procuring reports for Large <br /> Enterprises and, if so, shall notify the City Manager of the potential <br /> availability of the third-party ESG report. However, the Partnership <br /> shall not procure the ESG report unless specifically directed to do so by <br /> the City Manager. <br /> iii. The cost for each ESG report shall be submitted by the Partnership to the <br /> City for reimbursement of the actual cost of the report(i.e.,without mark- <br /> up or added fees or charges),including supporting documentation. <br /> Notwithstanding the foregoing, in the event the cost of a single report <br /> would exceed $1,500 or the total annual costs for ESG reports hereunder <br /> would exceed $10,500, the Partnership shall not provide the report <br /> unless it receives written authorization from the City Manager to do so. <br /> Any ESG report provided shall be subject to the terms and conditions of <br /> the third-party report provider. <br /> E. Workforce Development. The quality of a community's workforce is the most <br /> important competitive asset it can offer current and future businesses. The Partnership will <br /> continue efforts to ensure that the City has the workforce needed for a diverse and growing <br /> economy. <br /> 1. Objective: Align education and training efforts with job creation so that <br /> local citizens have the training they need to more effectively compete for knowledge- <br /> intensive industries. The Partnership will maintain and expand partnerships with <br /> Workforce Solutions Rural Capital Area, Gary Job Corps, Austin Community College, <br /> Texas State Occupational, Workforce and Leadership Studies ("OWLs") program, and <br /> other workforce stakeholders. <br /> 2. Deliverables: <br /> a. Support the San Marcos Consolidated and Hays Consolidated Independent <br /> School Districts on job training initiatives to include support for grants and <br /> participation on advisory boards. <br /> b. Identify short-comings in current workforce training and report to workforce <br /> training providers, including an annual written report to the City Manager. <br /> Page 4 of 12 <br />
