No one else wished to speak, so <br />Mayor Morris closed the public hearing. Mr. Plummer moved for <br />adoption of the Resolution and Mr. Moore seconded the motion, which <br />passed unanimously (Mr. Plummer present to vote on this item - 7:41 <br />p.m.; Mr. Guerra present to vote on this item - 7:43 p.m.). <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FOR REORGANIZATION OF THE SAN <br />MARCOS-HAYS COUNTY HEALTH DEPARTMENT AND DECLARING AN <br />EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. Mr. Ewald advised the Council a <br />decision still needed to be made regarding whether or not the <br />Council wished to appoint a city doctor and city veterinarian. Mr. <br />Ewald stated there would be four positions, three of which are <br />presently City employees and a fourth would be transferring from the <br />County. Mayor Morris stated she would like to follow this up with a <br />letter agreement with the County. The Council voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DESIGNATING CITY COUNCIL MEMBERS AS THE VOTING DELEGATE <br />AND ALTERNATE VOTING DELEGATE FOR THE CITY AT THE ANNUAL <br />BUSINESS MEETING OF THE NATIONAL LEAGUE OF CITIES TO BE HELD IN <br />DECEMBER, 1991; AUTHORIZING THE MAYOR TO EXECUTE ANY AND ALL <br />DOCUMENTS AND INSTRUMENTS INCIDENT TO THE PURPOSES HEREOF, AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Resolution and to amend the <br />Resolution in Part 1 to add Fred Guerra as the Voting Delegate and <br />in Part 2 to add Rick Hernandez as the Alternate Voting Delegate. <br />On roll call the following vote was recorded: <br /> <br />AYE: Moore, Morris, Kissler, Plummer. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Guerra. <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held September 9, 1991, approval of an Ordinance on <br />second reading, adoption of five Ordinances on third and final <br />reading, adoption of five Resolutions, approval of a street closure <br />of San Antonio Street between Guadalupe and LBJ for Wheels Across <br />America Benefit on October 6, 1991, from 12:00 p.m. to 12:00 a.m., <br />and approval of an expenditure from the Tourist Account in the <br />amount of $200.00 for the 1991 TML Exhibitors' Booth, Fort Worth, <br />Texas on consensus. The Council removed Items B.D.(1) and B.D.(3) <br />from the consensus agenda. Ms. Kissler moved to approve the minutes <br />of the Regular Meeting held September 9, 1991 (Mr. Moore <br />abstaining), approve an Ordinance on second reading, adopt five <br />Ordinances on third and final reading, adopt the three remaining <br />Resolutions, approve the street closure for the Wheels Across <br />America Benefit, and approve the expenditure from the Tourist <br />Account on consensus and Mr. Guerra seconded the motion, which <br />passed unanimously. The captions of the Ordinances and Resolutions <br />read as follows: <br /> <br />Approval of Ordinance on second reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 12-B OF THE SAN MARCOS CODE OF <br />ORDINANCES TO INCREASE THE RESIDENTIAL SOLID WASTE COLLECTION <br />RATE BASED ON AN INCREASE IN THE STATE FRANCHISE TAX UPON <br />
