AA <br /> Docusign Envelope ID: 1009E573-IACF-4913-8247-790D900060D6 <br /> """✓ r"I 11 11 rn La L_L_ <br /> FORESTRY <br /> INITIATIVE <br /> 11 <br /> SUBRECIPIENT AGREEMENT <br /> CITY OF SAN MARCOS' BUDGET NARRATIVE <br /> The following budget narrative is aligned to the Budget Summary as well as Section B of 424A.This budget <br /> narrative outlines the costs,by line item,involved in implementing the City of San Marcos, Texas— Urban& <br /> Community)Forestry Strategic Management Plan. <br /> The City is requesting funding to support the development of an Urban Community Forestry Strategic Management <br /> Plan and a Tree Inventory. A Tree Canopy Study,Public Tree ordinance and application for designation as a Tree <br /> City,as planned in original submission,are still planned to occur within the grant period as well and will be paid for <br /> with City funds. The City will be supplementing the grant's project with its own funds to provide a holistic and <br /> comprehensive approach. <br /> The proposed project will be overseen and managed by a Certified Arborist Consultant or Consulting Firm,working <br /> in conjunction with the City's Urban Forester. As such,most of this proposal's costs will be located in the <br /> Consultant line item. <br /> The information below is for a four-year grant award period. <br /> K. PERSONNEL $0 <br /> The City's Urban Forester will work closely with the selected Consultant for this grant. However,no personnel costs <br /> are being requested or charged to this grant. <br /> L. CONTRACTUAL <br /> A Consultant will be hired to develop the following deliverables: <br /> 1. Urban& Community Forest Strategic Management Plan-Develop Forest Management Plan. The primary <br /> activities for this primary deliverable include program evaluation,ordinance review,departmental review,remove <br /> and replace schedule with 5-, 10-,and 15-year budget projections,public relations plan,operations review, <br /> document review,plan development,analytic software and graphic design. <br /> Estimate for development of a plan was provided by Davey Resource Group. This accounts for potential inflation <br /> costs over the 4-year grant period and other cost drivers,such as time, size of area,report writing costs,#of <br /> meetings/interviews,specialized software and technology and required travel by Consultant. <br /> The estimated hourly rate range for an Urban Forestry Consultant is between$1004165. This rate varies based upon <br /> the activity that is being performed. In general,the formula would be Hourly Rate* Projected Cost Per Task. <br /> $180,000 <br /> 2. Tree inventory-The tree inventory will entail a General Analysis of a portion of the City's public property as well <br /> as Individual Trees within the Right of Way area designated as disadvantaged by Climate and Economic Justice <br /> Screening Tool(CEdST). Inventory will evaluate many variables,including general health,species,diameter, <br /> health,maintenance requirements. <br /> 40 <br />
