MAR COS <br /> City of San Marcos <br /> Agency <br /> 2. TRANSIT AGENCY INFORMATION - 673.23(D) <br /> The City of San Marcos (City) is governed by the San Marcos City Council (Council)which consists of <br /> seven council members. The Council enacts policies, adopts ordinances and resolutions, establishes the <br /> annual budget to provide services to the public, and sets the city tax, water, electric and wastewater <br /> rates for San Marcos.The City Council operates as a home rule municipal corporation under a City <br /> Charter adopted by the citizens of San Marcos. The San Marcos City Council formed the San Marcos <br /> urban transit district as allowed under Chapter 458 of the Texas Transportation Code. The City (Hays <br /> County), part of the City of Martindale (Caldwell County), and the unincorporated area of Redwood <br /> (Guadalupe County),together make up the San Marcos urbanized area (SM UZA).The City,through an <br /> interlocal agreement, contracts all transit operations and maintenance with the Capital Area Rural <br /> Transportation System (CARTS).The City, as the direct recipient, administers and plans transit <br /> operations in the SM UZA.Transit ("The Bus") provided by CARTS on behalf of the City includes fixed <br /> route service, complementary paratransit, the senior shopper route, and the "1517" Interurban Express. <br /> No additional transit service is provided by the City on behalf of another transit agency or entity at the <br /> time of the development of this plan. <br /> Table 1 contains agency information,while an organizational chart for the City is provided in <br />
