<br />135 <br /> <br /> <br /> <br />Regular Meeting October 28, 1991 Page 2 <br /> <br /> <br />unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 29-81 TO DESIGNATE FREDERICKSBURG <br />STREET AS A ONE-WAY STREET; SECTION 29-108 TO DESIGNATE A <br />LEFT-TURN ONLY LANE ON FREDERICKSBURG STREET; SECTIONS 29-111 <br />AND 29-150 BY ADDING NO PARKING TOW-AWAY ZONES ON <br />FREDERICKSBURG STREET AND HUTCHISON STREET; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A <br />PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Ted Breihan stated First United <br />Methodist Church needs to be able to park on Fredericksburg street <br />for funeral services and parents bringing and picking up their <br />children and want Hutchison to remain available for parking. John <br />Holterman stated he is concerned with the limitation of parking and <br />the need for easy access to the church for the elderly and wants <br />Fredericksburg to remain available for parking. Steve Jenkins <br />stated handicap parking and funeral service parking can be <br />accommodated, and that the doorways to the church will be shown on <br />the map at second reading. Mr. Jenkins stated there are sight <br />difficulties and sight distance is needed. Mr. Hart asked if <br />parking could be allowed on weekends. Tom Martin stated the Police <br />Department could allow parking for funerals even though the <br />Ordinance does not allow parking. The Council requested more <br />information and suggested amendments for second reading to address <br />the concerns mentioned and to provide information leaving 5 parking <br />spaces on Hutchison rather the the elimination of ten. The Council <br />voted unanimously for approval of the Ordinances on first reading. <br /> <br />Mayor Morris introduced for consideration approval of the minutes of <br />the Regular Meeting held October 14, 1991, approval of four <br />Ordinances on second reading, adoption of three Resolutions and <br />authorization to bid (1) remodeling of the new Police Headquarters <br />and Training Facility, Phase II Construction and (2) construction of <br />a Fire Department Training Tower on consensus. The Council removed <br />Item 7.D.(2) to be considered separately. Ms. Kissler moved for <br />approval of the minutes of the Regular Meeting held October 14, <br />1991, for approval of the four Ordinances on second reading (Mr. <br />Hernandez voting Nay to Item 7.B.[4]), for adoption of the three <br />Resolutions and for authorization to bid the remodeling of the <br />Police Headquarters, Phase lIon consensus and Mr. Plummer seconded <br />the motion, which passed unanimously.
