<br />7 <br /> <br /> <br /> <br /> <br />Regular Meeting November 4, 1991 Page 7 <br /> <br />official roadway. The City Council stated their desire to keep the <br />name of Airport Drive as requested by the business owners at the <br />Airport, and to officially name the roadway at the November 25 <br />Meeting. Ms. Kissler moved to amend the Ordinance to change the <br />name of Airport Highway to Airport Highway 21 and Mr. Hernandez <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Moore, Hernandez, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Guerra. <br /> <br />On roll call for adoption of the Ordinance on third and final <br />reading, the following vote was recorded: <br /> <br />AYE: Moore, Hernandez, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Guerra. <br /> <br />Mayor Morris introduced a discussion regarding the current City <br />Peddlers and Solicitors Ordinance and direction to staff. It was <br />consensus of Council to expand the definitions, change the hours to <br />be in compliance (retain Sees. 19-16 through 19-19), not to require <br />a bond (delete Sec. 19-27), not to charge a fee (delete Sec. 19-28), <br />not to require a permit (delete Sec. 19-29, Sec. 19-25, Sec. 19-26) <br />and want to add a new Section that if a citizen has a sign "No <br />Solicitation," that a solicitor shall not solicit and shall leave <br />the premises. <br /> <br />Mayor Morris introduced a discussion regarding site plan studies for <br />the location of the new Library within Memorial Park and direction <br />to Staff. Bill Hidell, architect, presented two schemes to the <br />Council for consideration (Mr. Guerra left the meeting at thìs time <br />- 9:04 p.m.). Scheme 1 for the location of the Library was in front <br />of Riverside Drive and Scheme 2 was in front of the private drive to <br />City Hall with proposed ingress/egress to Bugg Lane as well as <br />Hopkins. Shirley Boemerman stated the Library Board recommended <br />Scheme 2, because it offered more flexibility. The Council stated <br />they want the plan to include second story expansion. Mr. Jenkins <br />advised the Council there was less opportunity for signalization at <br />the Scheme 2 location because of the private drive. It was <br />consensus of Council for the architect to proceed with Scheme 2. <br /> <br />Mayor Morris introduced a discussion to set the time and date for a <br />Workshop regarding the water rate study prepared by Freese and <br />Nichols. The Council scheduled the Workshop to be held between <br />12:00 Noon and 1:00 p.m. on November 22, 1991. <br /> <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />advised the Council at the recent TML Meeting, the City of San <br />Marcos received the TML Intergovernmental Risk Pool Safety Award of <br />Excellence, which is the highest award given by the Risk Pool. Mr. <br />Gilley commended the fine efforts of the Human Resources Department, <br />as did the City Council. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Mr. <br />Hernandez advised the City Council he had received a telephone call <br />regarding a student of the San Marcos Consolidated Independent <br />School District who resided outside Hays County being charged a fee <br />for use of the library. Mrs. Langenkamp advised the Council that is <br />a current policy of the Library, but on a case-by-case basis, have <br />occasionally waived the fee in hardship cases. <br /> <br />Mayor Morris introduced an Executive Session pursuant to Article <br />6252-17, Sections 2(e) and (g), V.A.C.S., to discuss matters where <br />the duty of the City Attorney to the City pursuant to the Code of <br />Professional Responsibility of the State Bar of Texas clearly <br />
