Project capital cost and the availability of funding to meet the needed <br /> expenditure <br /> (2) All comparisons will be made on the basis of the same interest rates and period of <br /> analysis. <br /> 6c. Compare Other Benefits between Non-Title XVI Project Alternatives and Proposed <br /> Title XVI Alternatives <br /> (1) Identify and analyze potential benefits, including but not limited to, the following: <br /> a. Reduction, postponement, or elimination of development of new or expanded <br /> water supplies; <br /> b. Reduction or elimination of the use of existing diversions from natural <br /> watercourses, or withdrawals from aquifers; <br /> c. Reduction of demand on existing Federal or other water supply facilities; and <br /> d. Reduction, postponement, or elimination of new or expanded wastewater <br /> facilities. <br /> e. Improvements in water quality over existing supplies <br /> (2) Identify, evaluate, and prioritize mitigation actions and activities that will build long- <br /> term resilience to drought and mitigate the risks posed by drought, as it relates to the <br /> proposed Title XVI alternatives. This will include actions that can be taken during <br /> ongoing drought to minimize/mitigate impacts. <br /> (3) Where sufficient information is available, develop quantitative benefit estimates for the <br /> alternatives. <br /> (4) For benefits that are difficult to quantify (e.g., a drought tolerant water supply, reduced <br /> water importation, and other social or environmental benefits), provide qualitative <br /> descriptions of the benefits. <br /> Task 7: Selection of the Title XVI Project <br /> Selection of the Title XVI project will be determined based on the objectives and evaluation <br /> criteria of the project, as identified in Task 5b. The following steps will be taken to select the <br /> Title XVI Project: <br /> (1) Evaluate alternatives based on the criteria identified in Task 5b and quantified in Task 6. <br /> (2) Determine the relative importance (weighting) of financial and non-financial criteria. <br /> (3) Based on the results of(1) and (2), compare the alternatives using a multi-criterion <br /> decision analysis (MCDA) approach. The comparison and ranking of alternatives will be <br /> performed in Workshop#2 (see Task 12). <br /> (4) Provide an analysis and, if applicable, an affirmative statement of whether the proposed <br /> water reclamation and recycling projects would address the following: <br /> a. reduction, postponement, or elimination of the development of new or <br /> expanded water supplies; <br /> b. reduction or elimination of the use of existing diversions from natural <br /> watercourses or withdrawals from aquifers; <br /> c. reduction of demand on existing Federal water supply facilities; and <br /> 9 <br />
