Section 570.614; <br /> 5) All applicable standards, orders, or requirements issued under the Clean Air Act (42 U.S.C.7401- <br /> 7671q), and the Federal Water Pollution Control Act(33 U.S.C. 1251-1387), as amended. <br /> 6) Mandatory standards and policies relating to energy efficiency which are contained in the state <br /> energy conservation plan issued in compliance with the Energy Policy and Conservation Act (PUB L <br /> 94-163, 89 Stat. 871) codified at 42 U.S.C.A. Section 6321 et seq.; <br /> 7) National Environmental Policy Act ("NEPA") including Environmental Protection Agency regulations <br /> (40 C.F.R. Part 15), applicable HUD regulations set forth in 24 C.F.R. Parts 50 and 58 including <br /> authorities cited therein, and National Historic Preservation Act of 1966, including Federal Historic <br /> Preservation Regulations (36 C.F.R. Part 800), which require environmental clearance of federal aid <br /> projects; and in connection with NEPA requirements, Contractor is responsible for the preparation of <br /> NEPA documents required for environmental clearance of the Project covered hereunder; G) 24 C.F.R. <br /> Section 5.105,including applicable authorities cited therein,as well as applicable provisions of 24 C.F.R. <br /> Part 58, including Section 58.5 and applicable authorities cited therein and Section 58.6 and applicable <br /> authorities cited therein. <br /> b. AFFIRMATIVE ACTION-WOMEN-ANDMINORITY-OWNED BUSINESSES (W/MBE) <br /> The Contractor will take all necessary affirmative steps to afford small businesses, minority business <br /> enterprises,and women's business enterprises the maximum practicable opportunity to participate <br /> in the performance of this contract. As used in this contract, the terms "small business" means a <br /> business that meets the criteria set forth in section 3(a) of the Small Business Act, as amended (15 <br /> U.S.C. 632), and "minority and women's business enterprise" means a business at least fifty-one <br /> (51) percent owned and controlled by minority group members or women. For the purpose of this <br /> definition, "minority group members"are Afro-Americans,Spanish-speaking, Spanish surnamed or <br /> Spanish-heritage Americans, Asian-Americans, and American Indians. The Contractor may rely on <br /> written representations by businesses regarding their status as minority and female business <br /> enterprises in lieu of an independent investigation. <br /> Affirmative steps must include: <br /> i.
