OUR VISION FOR EQUITABLE AND COMPATIBLE GROWTH <br /> POLICY <br /> FRAMEWORK <br /> 0 <br /> OVERVIEW. <br /> Element Goals, Actions, and Objectives <br /> The Vision SMTX Comprehensive Plan's Policy Framework: <br /> 1. Builds upon the community vision and guiding principles. <br /> 2. Operationalizes the community's priorities of improving access, better <br /> distributing the costs and benefits for growth, and creating asset-based and <br /> culturally rich places. <br /> 3. Builds on existing policy guidance provided by the previous Comprehensive <br /> Plan and other plans and studies prepared for San Marcos. <br /> 4. Establishes new policy direction for the City that will require partnerships and <br /> collaboration across departments, organizations, public, private, and non-profit <br /> sectors, and the broader community. <br /> For each of the 23 Goals introduced,the Policy Framework includes a set of action <br /> statements and defines success through a set of Objectives. <br /> The next table defines each of the Policy Framework components in more <br /> detail.
